STATE GOVERNMENT FINANCE COMMITTEE

MINUTES


Representative Marty Seifert, Chairman of the State Government Finance Committee, called the thirty-fifth meeting to order at 8:24 a.m. on Tuesday, March 28, 2006 in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

Members present:

A quorum was present.

The Committee held an informational hearing on HF2608.
Testifying in support of the bill: Kent Sulem, MN Association of Townships

The Committee heard a presentation by the Office of the Legislative Auditor on the Council on Black Minnesotans.

Representative Delaforest moved HF3254 be recommend to pass and referred to the Committee on Ways and Means.

Tom Barrett, Director, Gambling Control Board

Representative Kahn moves to orally amend HF3254 as follows:
Page 1, after line 21 insert:

“(d) The gambling control board and the attorney general may not spend state funds to defend a lawsuit challenging the legality of the pilot projects. A charitable organization may not pay to defend a lawsuit challenging the legality of the pilot projects with net proceeds from charitable gambling.”
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Delaforest renewed his motion that HF3254, as amended, be recommend to pass, and be referred to the Committee on Ways and Means. THE MOTION PREVAILED.


Representative Hilty moves HF3253 be recommended to pass and referred to the Committee on Ways and Means.

Representative Hilty renewed his motion that HF3253 be recommend to pass, and be referred to the Committee on Ways and Means. THE MOTION PREVAILED.


Representative Blaine moves approval of the Minutes from the Meeting March 21, 2006. THE MOTION PREVAILED.

Chair Seifert moves approval of the Minutes from the Meeting March 22, 2006. THE MOTION PREVAILED.

The meeting was recessed at 10:05 a.m.

Chair Seifert reconvened the meeting at 3:33 pm in Room 500S.

Chair Seifert moves HF3789 be recommend to pass and referred to the Committee on Capital Investment.

Chair Seifert renewed his motion that HF3789 be recommend to pass and referred to the Committee on Capital Investment. THE MOTION PREVAILED.

Chair Seifert moves HF3775 for consideration of the Committee.
