MINUTES


Representative Phil Krinkie, Chairman of the Tax Committee, called the thirty-sixth meeting to order at 10:22 AM on Thursday, March 16, 2006, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

The Chair introduced the new members of the staff.

HF1909 (HACKBARTH): Game and fish heritage enhancement and clean water funds and councils established, sales tax percentage dedicated, and constitutional amendment proposed.

The Chair moved HF1909.

The Chair moved 1909de3 delete all amendment to HF1909. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. HACKBARTH testified.

Ms. Cynthia Templin, House Fiscal Analyst testified.

Rep. DAVIDS moved the 1909de11 delete all amendment to 1909de3 delete all amendment.

Testifying in support of the amendment was:
-Ms. Judy Erickson, Parks and Trails Council of MN
-Mr. Larry Redmond, MN Citizens for the Arts

Rep. DAVIDS withdrew the HF1909de11 delete all amendment.

Rep. DAVIDS moved the 1909de10 delete all amendment to the 1909de3 delete all amendment.

Rep. DAVIDS incorporated these changes to the 1909de10 delete all amendment as follows:
-change “July 1, 2007” to “July 1, 2009” on all appropriate pages
-delete Sec. 7 and Sec. 9

Testifying in support of the 1909de10 delete all amendment was:
-Mr. Bill Strusinksi, Friends of MN Public Television
-Mr. Barry Tilly, Assn of MN Public Ed Radio Stations

Rep. DILL moved an oral amendment to the 1909de10 delete all amendment as follows:
Page 6, line 3 after “Minnesota State Arts Board” insert “Minnesota Historical Society, Public Broadcasting, Science Museum of MN, Humanities Commission, MN Film Board, Minnesota Children’s Museum and the Duluth Children’s Museum”

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Testifying in opposition to 1909de10 delete all amendment was:
-Mr. Tom Jes, 5055 Evergreen Lane North, Plymouth, MN 5542
