MINUTES


Representative Connie Ruth, Vice Chair of the Transportation Finance Committee, called the Twenty-first meeting to order at 12:30 P.M. on Tuesday April 12, 2005, in Room 10 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Representative Anderson moved approval of the April 7, 2005 Transportation Finance Committee Meeting Minutes. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

HF2086 (Beard) Metropolitan Airports Commission appointment senate confirmation required, term limits imposed, aviation knowledge and experience required, and nominating committee created.

Representative Lieder moved HF2086 be passed and re-referred to the General Register.

Representative Beard presented HF2086

Representative Lieder moved the A05-0562 amendment (see attached).

Testifying on behalf of the A05-0562 amendment.

Jeff Hamil (1:54 – 1:59) Director, Metropolitan Airports Commission

Representative Lieder renewed his motion that the A05-0562 amendment be adopted. THE MOTION FAILED.

Representative Anderson moved the H2086A5 amendment (see attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Ruth laid HF2086, as amended, on the table at 1:03 P.M.

Representative Holberg took HF2086 from the table at 1:54 P.M.

Representative Abrams moved the A05-0562 amendment as amended by inserting after page 5 line 2 the text of HF2086, Third Engrossment, sections 4 and 5 (see attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Holberg moved the H2086A5 amendment with corrections as noted (see attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Holberg laid HF2086, as amended, on the table.

HF1153 (Hausman) Crosswalk safety education account established, and money appropriated.

Representative Hausman moved HF1153 be passed and re-referred to the Committee on Public Safety Policy and Finance.

Representative Hausman presented HF1153.

Representative Hausman renewed her motion that HF1153 be passed and re-referred to the Committee on Public Safety Policy and Finance. THE MOTION PREVAILED.

HF1604 (Hoppe) Carver County auditor appointment as a deputy motor vehicle registrar authorized.

Representative Holberg moved HF1604 be heard and held over for possible inclusion in the Transportation Finance Omnibus Bill.

Representative Hoppe presented HF1604.

HF1049 (Clark) Minneapolis additional deputy registrar of motor vehicles authorized.

Representative Erhardt moved HF1049 be heard and held over for possible inclusion in the Transportation Finance Omnibus Bill.

Representative Erhardt presented HF1049.

Representative Erhardt renewed his motion that HF1049 be held over for possible inclusion the Transportation Finance Omnibus Bill. THE MOTION PREVAILED.

HF1732 (Blaine) Agricultural loan provisions modified, livestock equipment pilot loan program established, livestock zoning requirements modified, town road repairs funding provided, and money appropriated.

Representative Holberg moved HF1732 be passed and re-referred to the Committee on Agriculture, Environment and Natural Resources Finance.

Representative Holberg moved amendment H1732A13 (see attached).

Representative Hausman moved verbal amendment to delete lines 7, 8, and 9 of the H1732A13 amendment. THE MOTION FAILED.

Representative Holberg renewed her motion that H1732A13 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF0682 (Severson) Special "Support Our Troops" vehicle license plates provided; National Guard incentive program funding, World War II veterans memorial, veteran home maintenance, and income tax benefits provided; and money appropriated.

Representative Holberg moved HF0682 be passed and re-referred to the Committee on State Government Finance.

Representative Severson presented HF0682.

Representative Holberg moved the following verbal amendment to HF0682:
