Representative Jim Knobalch, Chair of the Ways & Means Committee, called the twentieth meeting at 4:14 p.m. on Wednesday, April 20, 2005 in Room 200 of the State Office Building.

The Clerk noted the roll.

Representative Knoblach called the meeting to order at 4:14 pm. A quorum was present.

Representative Sykora moved that the minutes of April 18, 2005 be approved. THE MOTION PREVAILED.

HF1481 (Seifert) State government funding provided for general legislative and administrative expenses, state and local government operations modified, and money appropriated.

Representative Seifert moved that HF1481, first engrossment, be recommended to pass.

Representative Seifert, Helen Roberts, House Fiscal Analyst, Burt Black, Business and Legal Analyst, MN Secretary of State Office, Dana Badgerow, Commissioner of MN Department of Administration, Jean Barker, President of Recorders Association and David Maeda, Election Administrator, Hennepin County testified on HF1481, first engrossment.

Representative Ozment moved the H1481A46 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved the H1481A54 amendment. THE AMENDMENT WAS ADOPTED.

Representative Dempsey moved to orally amend HF1481 by: P. 13, Delete, section 8, correct internal references renumber sections, amend the title. THE AMENDMENT WAS ADOPTED.

Representative Beard moved the A05-683 amendment. THE AMENDMENT WAS ADOPTED.

Representative Solberg moved the H1481A51 amendment. THE AMENDMENT WAS ADOPTED.

Representative Vandeveer moved the H1481A52 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hilty moved the H1481A56 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hilty moved the H1481A31 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hilty moved the H1481A55 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved the H1481A57 amendment. THE AMENDMENT WAS ADOPTED.

Representative Vandeveer moved the H1481A47 amendment. THE AMENDMENT WAS WITHDRAWN.

Representative Abeler moved the A05-697 amendment. THE AMENDMENT WAS ADOPTED.


Representative Vandeveer moved the H1481A47 amendment.

Representative Vandeveer moved to amend the H1487A47 amendment by: Page 2, line 35 and 36, delete "approves a written request from" and insert" accepts by a vote of the task force a written certification of compliance by" Page 6, line 22 and 23 delete "approves a written request from" and insert "accepts by a vote of the task force a written certification of compliance by", Page 5, line 8 Delete everything after the period., page 5, delete lines 9 through 14 THE AMENDMENT TO THE AMENDMENT WAS INCORPORATED.

Representative Vandeveer moved that the H1481A47 amendment, as amended, be adopted. THE AMENDMENT WAS NOT ADOPTED.

Representative Paymar moved to orally amend HF1481 by: P.59, Delete, Article 4. Representative Knoblach requested a division. On a vote of 12 Ayes and18 Nays THE ORAL AMENDMENT WAS NOT ADOPTED.

Representative Solberg moved to orally amend HF1481 by: P.63, L. 4 change, must to may, P. 62, L. 33, change must to may. Representative Knoblach requested a division. On a vote of 20 AYES and 9 NAYS THE ORAL AMENDMENT WAS ADOPTED.

Representative Larson moved to orally amend HF1481 by: Delete, Page 66, Section 5, L. 34 thru 36, P. 67, Delete, Lines 1 thru 6. THE AMENDMENT WAS NOT ADOPTED.

Representative Seifert moved that HF1481, first engrossment, as amended be recommended to pass.

A roll call was requested by Representative Knoblach.

Representative Dempsey assumed the gavel at 6:40.

HF1835 (Nornes) Higher education funding provided for Minnesota State Colleges and Universities, the University of Minnesota, and the Mayo Medical Foundation; Higher Education Facilities Authority merger authorized; and money appropriated.

Representative Nornes moved that HF1385, first engrossment, be recommended to pass.

Representative Nornes and Doug Berg, House fiscal analyst testified on HF1385, first engrossment.

Representative Nornes moved the H1385A11 amendment. THE AMENDMENT WAS ADOPTED.

Representative Nornes moved that HF1385, first engrossment, as amended, be recommended to pass. THE MOTION PREVAILED.

SF4 (Sams/Davids) Gasoline minimum ethanol content requirement increase; petroleum replacement goal.

Representative Knoblach moved that SF4 pass, without recommendation.

Representative Davids testified on SF4.

Representative Holberg moved the S0004A30 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knoblach moved the S0004A31 amendment. THE AMENDMENT WAS ADOPTED.

Representative Vandeveer moved to orally amend SF4 by: Delete, P.1, Subdivision 1. (L. 12 thru 24) and requested a roll call. The results were as follows:
