MINUTES

Representative Jim Knoblach, Chair of the Ways & Means Committee, began the fourteenth meeting to order at 12:34 p.m. on Monday, March 14, 2005 in Room 200 of the State Office Building.

The Clerk noted the roll.

12:34:40 PM Representative Knoblach began the meeting. A quorum was not present.

An overview of Governor's supplemental budget was presented by Peggy Ingison, Commissioner, MN Department of Finance.

12:45:10 PM Representative Knoblach called the meeting officially to order.

Representative Sykora moved the minutes of March 10, 2005 be approved. THE MOTION PREVAILED.

HF1109 (Smith) Firefighting training and education board revived and reenacted.
12:54:52 PM Representative Smith moved that HF1109, First Engrossment, be recommended to pass and be sent to the General Register.

Representative Smith testified on HF1109.

12:58:02 PM Representative Smith renewed his motion that HF1109, First Engrossment, be recommended to pass. THE MOTION PREVAILED.


HF823 (Blaine) Forest road designations, timber sales on tax-forfeited lands provisions, State Timber Act, and wood standard measurements modified.

12:59:06 PM Representative Seifert moved that HF823, Second Engrossment, be recommended to pass and be sent to the General Register.

12:59:36 PM Representative Blaine and Doug Ford, Director of Timber Sales, MN Department of Natural Resources testified on HF823.

12:59:52 PM Representative Knobalch moved the H0823A2 amendment. THE AMENDMENT WAS ADOPTED.

1:08:53 PM Representative Seifert moved that HF823,Second Engrossment, as amended, be recommended to pass and sent to the General Register. THE MOTION PREVAILED.

SF379/HF314 (Cohen/Lesch) Retired court commissioners Ramsey county district court appointment.

1:09:27 PM Knoblach moved that SF379, First Engrossment, be recommended to pass and be sent to the General Register.

1:09:49 PM Representative Lesch and Gregg Johnson, Chief Judge, 2nd Judicial District testified on SF379.

1:19:31 PM Representative Knoblach renewed his motion that SF379 be recommended to pass and be sent to the General Register. THE MOTION PREVAILED.

1:19:57 PM John Walz, House Fiscal Analyst continues his presentation from 3-7-2005 on Transportation Funding.

1:54:55 PM Greg Crowe, House Fiscal Analyst, testified on Education Financing.
