MINUTES


Representative Koenen, Chair of the Veteran Affairs Committee, called the second meeting to order at 8:02 AM on Friday, February 9, 2007 in the Room 200 State Office Building.

The Committee Legislative Assistant noted the roll.

Members present:

A quorum was present.

Rep. Dominguez moved approval of the minutes from February 2, 2007.
THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Representative Haws moved HF 279, War Orphans Act educational benefits eligibility clarified and extended for surviving military spouses and children, be recommended to pass and re-referred to the Committee on Agriculture, Rural Economies and Veteran Affairs Finance.

Representative Dan Severson, further explained HF 279 and introduced the following presenters:

Mr, Brian D. Jensen, Police Officer with St. Louis Park, Member of the National Guard
Mr. Clark Dyrud, Commissioner Minnesota Department of Veteran Affairs
Mr. Steve Frantz, System Director, Minnesota State Colleges and Universities

Representative Haws renewed his motion that HF 279 be recommended to pass and re-referred to the Committee on Agriculture, Rural Economies and Veteran Affairs with the recommendation to be re-referred to the Committee on Agriculture, Rural Economies and Veteran Affairs Finance.
THE MOTION PREVAILED.

Representative Haws moved HF 272, Firearms safety and usage training certificates continuation provided while soldiers and essential employees are engaged in active military services, be recommended to pass and re-referred to the Committee on Agriculture, Rural Economies and Veteran Affairs with the recommended re-referral to the Committee on Public Safety and Civil Justice.

Representative Haw moved amendment H0272A1.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Haws renewed his motion that HF 272 be recommended to pass and re-referred to the Committee on Agriculture, Rural Economies and Veteran Affairs with the recommendation to be re-referred to the Committee on Public Safety and Civil Justice Committee.
THE MOTION PREVAILED.

Representative Tingelstad moved HF 451, Honor guard member reimbursement provided for National Guard funerals, be recommended to pass and re-referred to the Committee on Agriculture, Rural Economies and Veteran Affairs with recommendation to be re-referred to the Committee on Agriculture, Rural Economies and Veteran Affairs Finance.

Representative Mike Jaros presented HF 451 to the committee

Representative Tingelstad renewed her motion that HF 451 be recommended to pass and re-referred to the Committee on Agriculture, Rural Economies and Veteran Affairs with the recommendation to be re-referred to the Committee on Agriculture, Rural Economies and Veteran Affairs Finance.
THE MOTION PREVAILED.
