MINUTES



Representative Jim Davnie, Chair of the Division, called the thirteenth meeting to order at 10:09 A.M. on, February 15, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Members excused, Benson, John, Vice-Chair.

Representative Davnie called the meeting to order at 10:09 A.M. A quorum was present.

HF0439 (Greiling) Lake property sellers required to disclose and provide to buyers known existing land surveys.

Testifying on the bill: Mr. Don Snow of Roseville, MN
Christine Berger from the MN Realtors.

Representative Laine moved approval of HF0439 to pass and re-referred to the Commerce and Labor committee.

Representative Davnie moved amendment H0439A1.
The amendment was adopted.

Representative Laine renewed her motion that HF0439 be recommended to pass as amended and is re-referred to Commerce and Labor committee.
The motion prevailed.


HF1596 (Nelson) Project labor agreements use regulated.

Representative Nelson moved amendment H1596A1.
The amendment was adopted.

A handout Executive Order 05-17, was given to division members.




Testifying on the bill:
Dick Anfang, President of the Minnesota Building and Construction Trades
Bob Heise President of the Association of Builders and Contractors.

Representative Nelson moved approval of HF 1596 be recommended to pass as amended and be referred to the Committee on Commerce and Labor.
The motion prevailed.


HF1158 (Lesch) One-week waiting period for eligibility for unemployment benefits eliminated.

Representative Nelson moved approval of HF1158 to pass and re-referred to the Commerce and Labor committee.

Representative Davnie moved amendment H1158A1.
The amendment was adopted.

Lee Nelson, Unemployment Insurance Director, Minnesota Department of Employment and Economic Development.

Representative Davnie recommended the Division hold the bill until further questions regarding the fiscal implications of the bill are answered.


Representative Hornstein moved approval of the March 19, 2007 minutes.
THE MOTION PREVAILED AND THE MINUTES ARE ADOPTED.
