MINUTES


Representative Carlos Mariani, Chair of the E-12 Education Committee, called the ninth meeting to order at 8:04 AM on Tuesday, February 13, 2007, in the basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

A quorum was present.

Rep. Benson moved that the minutes of February 8, 2007 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.


HF 365 (Morgan) A bill for an act relating to education finance; modifying the alternative teacher pay calculation for intermediate school districts; amending Minnesota Statutes 2006, sections 122A.415, subdivision 1; 126C.10, subdivision 34.

Chair Mariani moved approval of HF 365 and recommended to pass and be re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Morgan presented HF 365.

Testifying on behalf of HF 365 was:

Ms. Connie Hayes, the Superintendent of Intermediate School District 916

Questions and discussion followed.

Testifying about HF 365, and the Department of Education's position was:

Dr. Tom Melcher, Director of Finance, Minnesota Department of Education

Chair Mariani renewed his motion that HF 365 be recommended to pass and be re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.


HF 396 (Dominguez) A bill for an act relating to education; increasing extended time revenue; amending Minnesota Statutes 2006, section 126C.10, subdivision 2a.

Chair Mariani moved that HF 396 be recommended to pass and be re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Dominguez presented HF 396.

Chair Mariani renewed his motion that HF 396 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.


HF 169 (Slawik) A bill for an act relating to early childhood education; establishing an advisory school readiness board to make recommendations to the governor and the legislature on developing a coordinated, efficient, and cost-effective system for delivering early childhood programs throughout the state; proposing coding for new law in Minnesota Statutes, chapter 124D.

Rep. Slawik moved that HF 169 be recommended to pass and be re-referred to the Committeee on Finance, with a recommended re-referral to the Early Childhood Learning Finance Division.

Rep. Slawik moved the H0169A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Mariani moved that HF 169, as amended, be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the Committee on Early Childhood Learning Finance Division. THE MOTION PREVAILED.
