Representative Carlos Mariani, Chair of the E-12 Education Committee, unofficially called the nineteenth meeting to order at 8:05 AM on Thursday, March 15, 2007, in the basement hearing room of the State Office Building.

HF 549 (Davnie)— A bill for an act relating to education finance; providing state funding for all charter school qualifying special education costs; appropriating money; amending Minnesota Statutes 2006, sections 124D.11, subdivision 5; 125A.11, subdivision 1; 127A.47, subdivisions 7, 8.

Rep. Davnie moved that HF 549 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

HF 990 (Norton) -A bill for an act relating to education; directing local school boards to adopt and implement a parent and family involvement policy; proposing coding for new law in Minnesota Statutes, chapter 124D.

Chair Mariani moved that HF 990 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

HF 2021 (Brynaert) -A bill for an act relating to education; appropriating money to the independent Office of Educational Accountability through the University of Minnesota; directing the Office of Educational Accountability through the University of to convene measurement experts to consider how school performance report card data are most usefully displayed; amending Minnesota Statutes 2006, sections 120B.31, subdivision 3; 120B.36.

Chair Mariani moved that HF 2021 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Mariani moved the H2021DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mariani moved to orally amend HF 2021 as follows:

Page 2, Line 7, strike "growth" and strike " the 2006 -2007" and insert "no later than 2008-2009"
Page 2, Line 19-21 reinstate stricken language and delete “cards" and insert “card data"

Rep. Slocum asked that the record reflect the fact that the above amendment was offered as a temporary compromise, and that affected interest groups and counsel will continue to work together to shape the bill into a form that is satisfactory to all.

HF 2011 (Hornstein)—A bill for an act relating to education finance; authorizing funding for the expansion of the rites of passage program as a way to narrow the racial achievement gap; requiring a program evaluation; appropriating money.

Rep. Hornstein moved that HF 2011 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

HF 482 (Hortman)—A bill for an act relating to education finance; increasing the length of the school year; repealing the Labor Day start; amending Minnesota Statutes 2006, section 120A.41; repealing Minnesota Statutes 2006, section 120A.40.

Chair Mariani moved that HF 482 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. S. Peterson moved that HF 443 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.
