MINUTES


Representative Carlos Mariani, Chair of the E-12 Education Committee, unofficially called the thirteenth meeting to order at 8:03 AM on Thursday, February 27, 2007, in the basement hearing room of the State Office Building.


The Committee Legislative Assistant noted the roll:

A quorum was not present.

Chair Mariani took HF 302 off the table.

HF 302 (Peterson, S.)—A bill for an act relating to early childhood education; proposing grant programs; expanding the kindergarten developmental assessment; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 119B.

Chair Mariani officially called the meeting to order at 8:11 AM. A quorum was present.

Rep. S. Peterson moved H0302DE3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of HF 302, as amended, were:

Ms. Karen Cadigan, Director of Outreach and Public Policy, Center for Early Education and Development, University of Minnesota.

Rep. S. Peterson renewed her motion that HF 302, as amended, be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the Early Childhood Learning Finance Division. THE MOTION PREVAILED.

Rep. Dittrich moved that the minutes of February 22, 2007 be adopted.

Questions and Discussion followed. The minutes were to be amended and moved again at the next hearing.

HF 976 (Slawik) - A bill for an act relating to early childhood education finance; establishing after-school community learning grant program; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 124D.

Rep. Slawik moved that HF 976 be recommended to pass and be re-referred to the Committee on Finance, with a recommended re-referral to the Early Childhood Learning Finance Division.

Rep. Slawik presented HF 976.

Rep. Slawik renewed her motion that HF 976 be recommended to pass and
re-referred to the Committee on Finance with a recommended re-referral to the Early Childhood Learning Finance Division. THE MOTION PREVAILED.

HF 685 (Slawik)--A bill for an act relating to education; appropriating money for a preschool program and home visiting program for children diagnosed with mental illness or developmental delays.

Rep. Slawik moved that HF 685 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the Early Childhood Learning Division.

Rep. Slawik presented HF 685.
