MINUTES

Representative Carlos Mariani, Chair of the E-12 Education Committee, called the twenty-first meeting to order at 8:05 AM on Tuesday, March 20, 2007, in basement hearing room of the State Office Building.

HF 1800 (Dettmer)— A bill for an act relating to education; clarifying staff development goals and expenditures; amending Minnesota Statutes 2006, sections 122A.60, subdivision 3; 122A.61, subdivision 1.

Rep. Dettmer moved that HF 1800 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Dettmer moved the H1800A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Dettmer presented HF 1800, as amended.

Questions and discussion followed.

Rep. Dettmer renewed his motion that HF 1800, as amended, be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

HF 1091 (Peterson, S.)— A bill for an act relating to education; directing the commissioner of education to amend the rule governing supplemental education service providers to specify the basis for withdrawing department approval from providers that fail to increase student proficiency for two consecutive years.

Rep. S. Peterson moved that HF 1091 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. S. Peterson presented HF 1091.

SF 646/ HF 504 (Hilstrom) -A bill for an act relating to education; prohibiting electronic and Internet intimidation and bullying; amending Minnesota Statutes 2006, section 121A.0695.

Rep. Abeler moved that SF 646 be recommended to pass and placed on the General Registry.

Rep. Hilstrom presented SF 646.

HF 748 (Hosch) -A bill for an act relating to education; allowing physician-prescribed naturopathic medicine to be administered with appropriate supervision in schools; amending Minnesota Statutes 2006, section 121A.22, subdivisions 1, 3, 4.

Rep. Hosch moved that HF 748 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Hosch moved the H0748A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hosch presented HF 748, as amended.

Mr. Ted L. Suss, Superintendent, Wabasso Schools testified in support of HF 1642, which was originally scheduled for this meeting, but is not yet in the possession of the E-12 Education Committee. HF 1642 will be formally heard on Thursday, March 22, 2007.


HF 481 (Hosch) - A bill for an act relating to education; allowing school districts to grant required course credits to students who satisfactorily complete science, math, or arts courses as part of a career and technical education program; amending Minnesota Statutes 2006, section 120B.024.

Rep. Hosch moved that HF 481 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Hosch moved the H0481A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hosch renewed his motion that HF 481, as amended, be recommended to pass and re-referred to the Committee on Finance with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

Rep. Dittrich moved the minutes from March 16, 2007. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.
