MINUTES



Representative Carlos Mariani, Chair of the E-12 Education Committee, called the thirty-third meeting to order at 8:05AM on Tuesday, March 11, 2008, in the basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll:

Rep. Demmer moved the minutes from Friday, March 7, 2008 be adopted. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Chair Mariani explained the E-12 Education committee schedule for the rest of the week.

HF 3316 (Mariani), - A bill for an act relating to education; providing for prekindergarten through grade 12 education, including general education, education excellence, special programs, libraries, and self-sufficiency and lifelong learning.

Chair Mariani moved the H3316DE3 amendment.

Ms. Lisa Larson, House Research, explained the H3316DE3 amendment.

Rep. Brynaert explained the sections relating to HF 3329, School Report Cards

Ms. Michelle Weber, Director of Government Relations, Minnesota Department of Education, and
Ms. Pat King, Director of School Improvement, Minnesota Department of Education, explained the Minnesota Department of Education's proposed changes relating to professional development.

Dr. Tom Melcher, Program Finance Director, Minnesota Department of Education, explained the Minnesota Department of Education’s proposed changes to the definition of all-day kindergarten.

Ms. Weber and Dr. Melcher explained the Minnesota Department of Education’s proposed changed to require charter schools to comply with federal regulations

Questions and discussion followed.

Chair Mariani renewed his motion that the H3316DE3 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Mariani laid over HF 3316, as amended, for further discussion on Thursday.

HF 2955 (Simon), - A bill for an act relating to education; amending school background check requirements.

Chair Mariani moved that HF 2955 be recommended to pass and referred to the Committee on Public Safety and Civil Justice.

Chair Mariani moved the H2955DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Simon presented HF 2955, as amended.

Rep. Erickson moved the following oral amendment

Page 1, Line 10, after the third comma, insert "an intermediate school district under section 136D.01,"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Questions and Discussion followed.

Chair Mariani renewed his motion that HF 2955, as amended, be recommended to pass and referred to the committee on Public Safety and Civil Justice. THE MOTION PREVAILED.


HF 3467 (Norton), - A bill for an act relating to education; amending time period for teacher to request a leave or extension of leave to teach at a charter school.

Chair Mariani moved that HF 3467 be recommended to pass and placed on the General Register.

Rep. Norton presented HF 3467.

Questions and comments followed.

Chair Mariani renewed his motion that HF 3467 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

HF 3469 (Davnie) will be heard on Thursday.

Rep. S. Peterson and Rep. Wardlow presented HF XXXX, compelling children under seven who enroll in public school to remain enrolled.

The meeting adjourned at 9:35 AM.
