Representative Carlson, Chair of the Finance Committee, called the meeting to order at 10:08 A.M. on Monday, January 22, 2007, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Jim Nobles, Legislative Auditor and Judy Randall, Program Evaluation Division, Office of the Legislative Auditor, gave a Presentation of Legislative Auditor's report - "State Grants to Nonprofit Organizations".

Rep. Simon moved approval of the minutes of Monday, January 8, 2007. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

Chair Carlson reassumed chair at 10:55 A.M.

Marcia Avner, Public Policy Director, Minnesota Council of Nonprofits, testified on behalf of the nonprofit sector in support of the Legislative Auditor's reports recommendations.

Emily Adriaens, House Fiscal Analyst gave a brief presentation about division accounts and funding base of the Early Childhood Learning Finance Committee.

HF 20 (Thissen) Prekindergarten scholarship granting organizations contribution income tax credit provided
HF 36 (Heidgerken) School district integration revenue modified.

HF 123 (Slawik) Education expense tax credit and deduction applied to certain expenditures for prekindergarten expenses and museum memberships.
HF129 (Thissen) Community partnership school grant-in-aid assistance program established, and money appropriated.
HF 138 (Simon) Community education revenue program funding increased.
HF 139 (Kranz) Early childhood family education, school readiness, and Head Start programs funding increased; and money appropriated.
HF 140 (Madore) Voluntary full-day kindergarten funding authorized.
HF 153 (Urdahl) School district shared superintendent aid provided, and money appropriated.
HF 154 (Slocum) General education basic formula allowance increased.
