Representative Carlson, Chair of the Finance Committee, called the meeting to order at 10:05 A.M. on Monday, February 12, 2007, in Room 200 of the State Office Building.

Helen Roberts, House Fiscal Analyst, presented division accounts and funding base of the State Government Finance Division.

Rep. Kahn provided priorities of the State Government Finance Division for the session.

Rep. Kahn moved approval of the minutes of Monday, February 5, 2007. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Carlson moved adoption of the Capital Investment Finance Division Report on HF 87. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/HF0087.0.pdf). THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved that HF 87 be recommended to pass and placed on the General Register.

Rep. Thao presented HF 87 (Thao) St. Paul Asian Pacific Cultural Center pre-design expenditures authorized from previous appropriation.

Ms. Naomi Chu, Executive Director, Asian Pacific Cultural Center, responded to questions regarding HF 87.

Chair Carlson renewed the motion that HF 87 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Hackbarth moved adoption of the Environment and Natural Resources Finance Division
Report on HF 293, First Committee Engrossment. (See language at
http://wdoc.house.leg.state.mn.us/leg/LS85/CEH0293.1.pdf). THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Wagenius moved that HF 293, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Tingelstad presented HF 293, First Committee Engrossment (Tingelstad) Environment and
Natural Resources funding provided, and Legislative-Citizen Commission on Minnesota
Resources meeting requirements modified.

John Velin, Director of Legislative-Citizen Commission on Minnesota Resources (LCCMR),
responded to questions regarding HF 293, First Committee Engrossment.

Rep. Solberg moved to amend HF 293, First Committee Engrossment as follows:

Page 3, line 26, after the period insert "Land subject to easements acquired under this appropriation may not be enrolled in the sustainable forest management incentive program."

Joel Michael, House Research responded to questions regarding the amendment.

Kathy Novak, House Research explained an oral amendment to be incorporated into the amendment, as follows:

After the word "program", insert, "under Minnesota Statutes, Chapter 290C"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Bill Marx, House Fiscal Analyst Director, responded to questions regarding HF 293, First Committee Engrossment, as amended.

Rep.Wagenius renewed the motion that HF 293, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Cornish introduced and gave each of the members of the Finance Committee a book called
the RMJ (Rural Minnesota Journal), Education Rural Minnesota's Children, September 2006.

Vice Chair Sailer assumed chair at 11:20 A.M.

Ron Soderberg, House Fiscal Analyst, presented division accounts and funding base of the
Minnesota Heritage Finance.

Rep. Jaros provided priorities of the Minnesota Heritage Finance Division for the session.

HF 770 (Rukavina)Giants Ridge Recreation Area definition provided.
HF 776 (Benson) School lunch aid increased, and money appropriated.
HF 778 (Haws) Special education program funding for districts with extraordinary special education service needs created.
HF 783 (Eastlund) Tuition increase limits on public postsecondary institutions established.
HF 786 (Hilstrom) Special education program funding increased; intensive intervention funding source established.
HF 797 (Rukavina) Certain provisions for senior citizen's tuition modified, certain reporting requirements amended, and certain banking services authorized.
