Representative Carlson, Chair of the Finance Committee, called the meeting to order at 9:16 A.M. on Tuesday, May 6, 2008, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Garofalo moved approval of the minutes of Tuesday, April 29, 2008. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Murphy moved that HF3082, First Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Murphy moved to amend HF3082, First Engrossment. (See attached amendment
H3082-31A). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Murphy, M. presented HF3082, First Engrossment, as amended (Murphy, M.) Public and
state employee retirement provisions modified, and money appropriated. (See language at

Rep. Murphy renewed the motion that HF3082, First Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Chair Carlson moved that HF2748 be recommended to pass and re-referred to the Committee on Ways and Means.




Rep. Liebling presented HF2748 (Liebling) Administrative services unit required to apportion the necessary amount to purchase medical professional liability insurance coverage and authorizing fees to be adjusted to compensate for the apportioned amount, and money appropriated.

Rep. Thissen moved to amend HF2748. (See attached amendment H2748A1).

Rep. Thissen incorporated the following oral amendment to Amendment H2748A1, as follows:

Page 1, line 24, delete "or" and insert "of"

Chair Carlson renewed the motion that HF2748, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED

Chair Carlson moved adoption of the Housing Policy and Public Health Finance Division Report for HF3812, First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH3812.1.pdf). THE MOTION PREVAILEDAND THE DIVISION REPORT WAS ADOPTED.

Rep Thissen moved that SF2833, Third Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Thiseen moved to amend SF2833, Third Engrossment. (See attached amendment
HDA-844).

Rep. Thissen incorporated the following oral amendment to Amendment HDA-844, as follows:

Page 1, line 17, after "on the" insert “estimated"

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Thiseen moved to amend SF2833, Third Engrossment, as amended:

Page 4, line 9, after the period, insert: “The Commissioner shall convene a group of stakeholders to address the exceptions for public swimming pools and make recommendations to the legislature by December 15, 2010."

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

As of Thursday, May 1, 2008, the following bills are hereby referred to the Division on Transportation Finance and Policy.
HF4224 (Anzelc) Enhanced driver's license and enhanced identification card created, application, issuance, and appearance of card provided, and commissioner of public safety directed to seek approval of card by Homeland Security secretary.

As of Monday, May 5, 2008, the following bill is hereby recalled from the Division on Health Care and Human Services Finance.
