MINUTES


Representative David Bly, Vice-Chair of the Early Childhood Learning Finance Division, called the meeting to order at 4:06 pm on Tuesday, February 26, 2008, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Testimony on Family, Friend and Neighbor grants:
Deb Swenson-Klatt, Manager, Early Childhood Development, Department of Human Services

A quorum was present at 4:15 pm.

Representative E. Murphy moved that the minutes from Tuesday, February 19, 2008 be adopted. THE MOTION PREVAILED.

Testimony on Neighborhood House's Family, Friend and Neighbor grant:
Renee Oswold Anderson, Vice President of Community Building, Neighborhood House
Sarah Caruso, President, Minnesota Children's Museum

Testimony on White Earth Reservation Tribal Council’s Family Friend and Neighbor grant:
Barb Fabre, Director, White Earth Child Care Program

Testimony on Family, Friend and Neighbor grants:
Dr. Amy Susman-Stillman, Ph.D., Director of Applied Research and Training, Center for Early Education and Development, University of Minnesota.

Presentation by the Department of Human Services on the Legal Non-Licensed Child Care Provider Home Visiting Report:
Cherie Kotilinek, Manager, Early Childhood Development, Department of Human Services

Representative E. Murphy moved that HF 2920 (Murphy, E.) Developmental screening aid for children modified, be heard and laid over for possible inclusion in the Omnibus Early Childhood Learning Finance Division bill.

Emily Adriaens, House Fiscal Analyst, presented an overview of the fiscal implication of HF2920.

Testifying in favor of HF2920:
Charlie Blesener, Director of Community Education, Elk River School District and Past President, Minnesota Community Education Association
Ann Hoxie, Nurse, St. Paul Public Schools, and Vice-Chair, School Nurses of Minnesota

Representative E. Murphy laid over HF 2920 for possible inclusion in the Omnibus Early Childhood Learning Finance Division bill.

The meeting was adjourned at 5:26 pm.
