MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 1:55 P.M. on Tuesday,
March 18, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Rukavina invited Representative Haws, co-author of HF 2524, to come to the table and present HF 2524 in place of the chief author, Representative Ward, who hadn't arrived in the hearing yet.

HF 2524 (Ward)

Representative Haws presented HF 2524, relating to veterans; including the spouse and children of a resident veteran in the definition of "resident student" for purposes of determining eligibility for state financial aid for higher education.

Representative Ward arrived and continued presenting HF 2524.

Discussion and questions followed.

Chair Rukavina stated that as soon as a quorum was present, he would entertain the motion that HF 2524 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

HF 3999 (Kalin)

Representative Kalin presented HF 3999, relating to economic development; providing direction to conform the state's economic development policies with the state's environmental policy; requiring a report.

A quorum was present.

Representative Atkins moved that HF 2524 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill. THE MOTION PREVAILED.

Representative Haws moved that HF 3999 be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.

Representative Kalin continued his presentation of HF 3999.

Representative Haws moved to amend HF 3999 with the amendment H3999DE1, attached.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Discussion and questions followed.

Representative Haws renewed his motion that HF 3999 as amended be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.
THE MOTION PREVAILED.

Chair Rukavina stated that HF 1780(Marquart) and HF 3566 (Nelson) would be taken up at the next Division meeting scheduled for tomorrow, Wednesday, March 19, 2008 at 12:30 P.M., and invited Kathryn Berg to come to the table and provide testimony on HF 3566 so that she wouldn't have to come back to the hearing tomorrow.

Kathryn Berg, Minnesota Natural Health Legal Reform Project, introduced herself and provided testimony regarding HF 3566.

Discussion and questions followed.

Representative Bly moved that the minutes of March 13, 2008 be adopted. THE MOTION PREVAILED.

Chair Rukavina discussed the agenda for tomorrow's meeting in greater detail, and also discussed the plans for next week's meetings.
