MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 2:25 P.M. on Wednesday,
March 19, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Rukavina invited Representative Marquart, to come to forward and present HF 1780.

HF 1780 (Marquart)

Representative Marquart presented HF 1780, relating to higher education; providing for disclosure of certain information.

Representative Marquart presented the amendment H1780DE1 to HF 1780.

A quorum was present.

Vice Chair Poppe moved that HF 1780 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Discussion of the motion followed.

Vice Chair Poppe moved to amend HF 1780 with the amendment H1780DE1, attached.

Discussion and questions followed.

Roland Barden, President, Minnesota State University Moorhead, introduced himself and provided testimony in support of HF 1780 as amended.

Graeme Allen, Government Relations Director, Minnesota State University Student Association, introduced himself and provided testimony in support of HF 1780 as amended.

Vice Chair Poppe renewed her motion to amend HF 1780 with the amendment H1780DE1, attached. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Discussion and questions followed.

Jordan Brandt, Vice President, Minnesota State College Student Association, introduced himself and provided testimony in support of HF 1780 as amended.

Chair Rukavina commented regarding HF 1780.

Discussion and questions followed.

Representative Moe commented regarding the motion to pass HF 1780 as amended and hold it over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill, and suggested that the motion instead be to pass HF 1780 as amended and re-refer it to the Rules Committee.

Vice Chair Poppe concurred with Representative Moe.

Representative Moe moved to amend Vice Chair Poppe's motion that HF 1780 as amended be recommended to pass and be re-referred to the Rules Committee.

Discussion followed.

Representative Moe renewed his motion that HF 1780 as amended be recommended to pass and be re-referred to the Rules Committee. THE MOTION PREVAILED.

Larry Lehtinen, Chairman, Magnetation, Inc., introduced himself and presented testimony on the 21st Century Minerals Fund.

Greg Andrews, Vice Chair, Magnetation, Inc., introduced himself and assisted with the presentation.

Chair Rukavina commented on Mr. Lehtinen's presentation and on Governor's proposals regarding the 21st Century Minerals Fund.

Discussion and questions followed.

HF 3566 (Nelson)

Representative Welti moved that HF 3566 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Nelson asked that the motion be to refer HF 3566 to the Floor.

Discussion and questions followed.

Representative Welti moved that HF 3566 be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.

Representative Nelson presented HF 3566, relating to workers' compensation; adopting recommendations of the Workers' Compensation Advisory Council.

Patricia Todd, Assistant Commissioner, Minnesota Department of Labor and Industry, introduced herself and assisted Representative Nelson in responding to questions.

Further discussion and questions followed.

Brad Lehto, Chief of Staff, Minnesota AFL-CIO, introduced himself and provided testimony regarding HF 3566.

Discussion and questions followed.

Representative Welti renewed his motion that HF 3566 be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.

Diadra Decker, Natural Health Coalition, Inver Grove Heights, introduced herself and testimony regarding HF 3566.

Discussion and questions followed.

Representative Welti again renewed his motion that HF 3566 be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division. THE MOTION PREVAILED.

Representative Bly moved that the minutes of March 18, 2008 be adopted. THE MOTION PREVAILED.

The meeting was adjourned at 3:45 P.M.
