MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 3:50 P.M. on Wednesday,
April 2, 2008, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 2811/SF 2402 (Atkins)

Chair Rukavina stated that when a quorum is present, Representative Atkins will move HF 2811, and then move that SF 2402 be substituted for HF 2811.

Representative Atkins presented HF 2811, relating to occupations and professions; governing the Board of Accountancy.

Robert Hyde, Chair, Rules and Legislation Committee, State Board of Accountancy, introduced himself and provided testimony regarding HF 2811/SF 2402.

A quorum was present.

Representative Atkins moved that HF 2811 be recommended to pass and be re-referred to the Finance Committee. THE MOTION PREVAILED.

Representative Atkins moved to substitute SF 2402 for HF 2811. THE MOTION PREVAILED.
Robert Hyde continued his testimony regarding SF 2402.

Discussion and questions followed.

Chair Rukavina stated that the appropriate motion for referral of SF 2402 would be to the Education Finance and Economic Competitiveness Finance Division rather than the Finance Committee.

Representative Atkins moved that SF 2402 be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division. THE MOTION PREVAILED.

HF 3034 (Mahoney)

Representative Mahoney moved that HF 3034 be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.

Representative Mahoney moved to amend HF 3034 with the amendment A08-1540. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mahoney presented HF 3034 as amended, relating to construction professions; modifying provisions relating to the electrical, plumbing, water conditioning, boiler, and high-pressure piping professions.

John Rajkowski, Department of Labor and Industry, introduced himself and provided testimony regarding HF 3034 as amended.

Discussion and questions followed.

Representative Mahoney renewed his motion that HF 3034 as amended be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division. THE MOTION PREVAILED.

Representative Norton moved that the minutes of March 19, 2008 be adopted. THE MOTION PREVAILED.

Representative Norton moved that the minutes of March 25, 2008 be adopted. THE MOTION PREVAILED.

Chair Rukavina thanked the committee pages for their hard work and excellent service to the Divsion, and discussed plans for future meetings.

The meeting was adjourned at 4:00 P.M.
