DISPARITIES IN STUDENT SUPPORT AND SERVICE SUBCOMMITTEE

MINUTES


Representative Willie Dominguez, Chair of the Committee, called the meeting to order at 10:07AM on March 12, 2007, in Room 500N of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Heidgerken moved the minutes of March 5, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF1086 (Davnie) A bill for an act relating to education finance; making four-year-old students eligible for extended time programs.

Representative Davnie moved HF1086 be recommended to pass and be re-referred to the K-12 Education Finance Division.

Representative Davnie moved to amend HF1086 as follows:

Page 2, line 34, delete ‘is at least four years of age' and insert ‘qualifies for kindergarten in the following school year’

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Davnie, Amy Baskin, Community Education Director, Austin Public Schools, Melissa Schailer, Director of Special Education, Austin Public Schools, Maureen Seiwert, Executive Director of Early Childhood Education, Minneapolis Public Schools, and Annie Pearson, Master Teacher of Early Education, Minneapolis Public Schools testified.

Representative Davnie renewed his motion that HF1086 be recommended to pass as amended and be re-referred to the K-12 Education Finance Division.

THE MOTION PREVAILED.


HF1426 (Davnie) A bill for an act relating to education finance; creating an extended year kindergarten program.

Representative Davnie moved HF1426 be recommended to pass and be re-referred to the K-12 Education Finance Division.

Representative Davnie, Amy Baskin, Community Education Director, Austin Public Schools, Melissa Schailer, Director of Special Education, Austin Public Schools, Maureen Seiwert, Executive Director of Early Childhood Education, Minneapolis Public Schools, and Annie Pearson, Master Teacher of Early Education, Minneapolis Public Schools testified.

Representative Davnie renewed his motion that HF1426 be recommended to pass and be re-referred to the K-12 Education Finance Division.

THE MOTION PREVAILED.

Representative Hilstrom assumed the gavel at 10:35am.


HF396 (Dominguez) A bill for an act relating to education; increasing extended time revenue.

Representative Dominguez moved HF396 be recommended to pass and be re-referred to the K-12 Education Finance Division.

Representative Dominguez and Lorraine Rhodes-Dix, Director, Alternative Learning Center, testified.

Representative Dominguez renewed his motion that HF396 be recommended to pass and be re-referred to the K-12 Education Finance Division.

THE MOTION PREVAILED.

Chair Dominguez resumed the gavel at 10:45am.


HF489 (Hilstrom) A bill for an act relating to education finance; authorizing funding for staff development for school districts not making adequate yearly progress.

Representative Hilstrom moved HF489 be recommended to pass and be re-referred to the K-12 Education Finance Division.

Representative Hilstrom moved to amend HF489 as follows:

Page 1, line 12, after ‘Act’ insert ‘and that meets the qualifications of paragraph (d)’

Page 1, after line 20, insert: ‘(d) In order to qualify for revenue under paragraph (a) a district must:
operate a high school that has a mobility rate in excess of 25 percent;
operate a school site that’s percentage of free and reduced lunch eligible students exceeds 50 percent; and
be contiguous to, or have boundaries that include a portion of a city that has more than 60,000 residents.’


THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hilstrom, Keith Lester, Superintendent, Brooklyn Center Schools, and Bryan Bass, Principal, Brooklyn Center High School, testified.

Representative Hilstrom renewed her motion that HF489 be recommended to pass as amended and be re-referred to the K-12 Education Finance Division.

THE MOTION PREVAILED.


HF1082 (Loeffler) A bill for an act relating to education finance; increasing the funding for students participating in four-year-old kindergarten programs.

Representative Dominguez moved HF1082 be recommended to pass and be re-referred to the K-12 Education Finance Division.


Representative Loeffler and Annie Pearson, Master Teacher, Minneapolis Public Schools, testified.

Representative Dominguez renewed his motion that HF1082 be recommended to pass and be re-referred to the K-12 Education Finance Division.
