Representative Bill Hilty, Chair, called the second meeting to order at 2:27 PM on February 18, 2008 in Room 200 of the State office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Ruud moved approval of the minutes of January 17, 2008. The motion prevailed. The minutes were adopted.

Rep. Beard moved approval of the minutes of February 4, 2008. The motion prevailed. The minutes were adopted.

Rep. Bly moved approval of the minutes of February 13, 2008. The motion prevailed. The minutes were adopted.

HF1392 (Hilty) Energy Finance & Policy Division bonding recommendations.

2:32 PM - The Chair moved that HF 1392 be recommended to pass and be re-referred to the Committee on Finance with a recommended re-referral to the Capital Investment Division.

The Chair moved the H1392DE1 amendment.

2:35 PM - The Chair renewed his motion to adopt the DE1 amendment. The motion prevailed. The amendment was adopted.

2:36 PM - Rep. Knuth moved the H1392A31 amendment. The motion prevailed. The amendment was adopted.

Rep. Kalin moved the H1392A32 amendment.

Rep. Kalin moved the following oral amendment: to the A32 amendment:

page 1, line 2: replace the word "section" with "the period".

page 1, lines 2 and 3: strike "and must include in the definition provisions that major renovations must encompass at least 10,000 square feet or" and insert "The definition may not allow 'major renovations' to encompass less than 10,000 square feet or to encompass less than".

The motion prevailed. The amendment was adopted.

Rep. Kalin moved the A32 amendment. The motion prevailed. The amendment was adopted.

The chair renewed his motion that HF1392 be recommended to pass as amended and be re-referred to the Committee on Finance with a recommended re-referral to the Capital Investment Division. The motion prevailed the bill was passed as amended.
