Chair Huntley began the sixteenth meeting at 12:35 p.m. on Wednesday, February 21, 2007, in Room 200 of the State Office Building. A quorum was not present.

HF 286 (Abeler)

Testifying in favor of the bill were:

Dr. Amos Deinard, Pediatrics, University of Minnesota; A Circle of Women; Project Harmony;

Questions and answers followed.

At 2:04 p.m. a quorum was present and the Chair formally called the meeting to order.

Representative Abeler moved approval of the February 20 minutes. The motion prevailed.

Representative Abeler moved HF 286 for possible inclusion in the omnibus bill.

The Chair also moved if no objections HF 286 be laid over for possible inclusion in the omnibus bill. There were no objections.

HF 383 (Slawik)

Representative Slawik moved HF 383 for possible inclusion in the omnibus bill. Testifying in favor of the bill were:

Toni Carter, Ramsey County Commissioner, District 4; Chair, Ramsey County Human Services and Workforce Solutions Committee.


During Commissioner Carter's testimony, at 1:09, Vice-Chair Hosch assumed the gavel.

Dave Haley, Ramsey County Human Services

Mary Hartman, founder and Executive Director of New Foundations, St. Paul; and Legislative
Task Force to End Homelessness.

Questions and answers followed.

Rep. Slawik made closing comments and clarified that the appropriation requested is for $450,000 for the fiscal year 2008 and $450,000 for the fiscal year 2009 and so moved to amend HF 383 as follows:

line 1.7, after "2008" insert "and $450,000 in fiscal year 2009"

The motion prevailed and the amendment was adopted.

Vice-Chair Hosch moved the bill be laid over for possible inclusion in the omnibus bill.

HF 760 (Fritz)

Representative Fritz moved HF 760 for possible inclusion in the omnibus bill.

Testifying in favor of the bill were:

Gloria Steinbring, founding member of Remembering With Dignity
Manny Steinman, former resident of Faribault State Hospital
Earl Karsikas, family member buried in Hastings State Hospital Cemetery
Jim Fassett-Carman, Advocating Change Together, Organizer for Remembering With Dignity

Questions and answers followed.

Vice-Chair Hosch moved the bill be laid over for possible inclusion in the omnibus bill and adjourned the meeting at 2:02 p.m.
