Chair Thomas Huntley called the fifty-fifth meeting of the Health Care and Human Services Finance Division to order on March 26, 2008, at 12:44 p.m. in Room 200 of the State Office Building. A quorum was present. The clerk noted the roll:

Chair Huntley announced that HF 3809 would not be heard today due to the fiscal note just received this morning.

HF 3134 (Thissen) Death deed conveyance of interests in real property by transfer provision provided, acknowledgments made in a representative capacity clarified, registered land application clarified, obsolete language eliminated and technical changes made.

Rep. Thissen moved HF 3134 be recommended to pass and referred to the Committee on Finance. Testifying:

Discussion followed and further testimony:

At 1:53 Co-chair Hosch took the gavel.

Representative Thissen renewed his motion that HF 3134 be recommended to pass and then changed his motion to a referral to the Committee on Finance without recommendation and the motion prevailed.

HF 3615 - (Loeffler) County social services mandated report required and money appropriated.

Representative Loeffler moved adoption of HF 3615 and further moved the H3615A1 amendment.

At 1:01 Chair Huntley took the gavel.

There was discussion of the bill and testimony by:

More discussion occurred and the motion prevailed on the H3615A1 amendment.

Rep. Loeffler renewed her motion that HF 3615, as amended, be recommended to pass and referred to the Committee on Finance. The motion prevailed.

HF 3380 (Liebling) - State health care county-based purchasing program requirements revised.

Rep. Liebling moved HF 3380 be recommended to pass and referred to the Committee on Finance. The Chair moved adoption of the H3380DE2 amendment and the motion prevailed.

Rep. Liebling moved to amend the H3380DE2 amendment as follows:

line 3.24, delete "that requires county-based purchasing in a single-plan
basis contract"
line 3.25, delete "single-plan purchasing"

Discussion followed and the motion prevailed on the oral amendment and testimony continued:

Rep. Gotttwalt moved to delete lines 3.1 through 3.3 and discussion followed. The motion did not prevail.

Rep. Liebling moved an oral amendment to delete line 3.3 and insert "Olmsted, Winona, Houston, Fillmore and Mower Counties." The motion prevailed.

Discussion occurred on language pertaining to an effective date and, at the suggestion of Randy Chun, House Research, Representative Huntley moved the following oral amendment:

After line 3.3, insert a headnote to read:

"EFFECTIVE DATE This section is effective upon federal approval."

The motion prevailed. Discussion continued and Rep. Loeffler moved the following oral amendments:

line 3.14, delete "January 1" and insert "December 31"

The motion prevailed.

Rep. Loeffler moved the following oral amendment:

line 3.28, after "shall" insert "develop a plan to" and delete "all"

Following discussion, Rep. Loeffler agreed to withdraw her oral amendment to line 3.28.

Rep. Liebling renewed her motion that HF 3380, as amended, be recommended to pass and referred to the Committee on Finance. The motion prevailed.

Congratulations were offered to one of the Division's pages, James Mackey, who celebrated his birthday today.

The Chair adjourned the meeting at 2:09 p.m.
