PUBLIC SAFETY FINANCE DIVISION COMMITTEE

MINUTES

Representative Michael Paymar, Chair of the Public Safety Finance Division Committee, called the thirty-third meeting to order at 8:05 a.m., Thursday, March 29, 2007 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Hilstrom moved approval of the minutes for March 21 and March 22, 2007. MOTION PREVAILED AND THE MINUTES ARE APPROVED.

Rep. Olin assumed gavel at 8:05 a.m.

HF0829 (Paymar) Omnibus public safety and corrections finance bill appropriating money; providing general criminal and sentencing provisions; and regulating DWI and driving provisions.

Rep. Paymar presented HF0829.

Rep. Paymar moved that HF0829 be heard and referred to the Committee on Finance.

Rep. Paymar moved the H0829DE1 amendment. THE AMENDMENT WAS ADOPTED.

Rep. Paymar moved the H0829A19 (Paymar) amendment. THE AMENDMENT WAS ADOPTED.

Rep. Paymar assumes the gavel at 8:19 a.m.

Chair Paymar moved the H0829A21 (Liebling) amendment. THE AMENDMENT WAS ADOPTED.

Chair Paymar moved the H0829A6 (Paymar) amendment. THE AMENDMENT WAS ADOPTED.

Chair Paymar moved the H0829A14 (Haws) amendment. THE AMENDMENT WAS ADOPTED.

Rep. Kohls moved the H0829A11 (Kohls) amendment.

Rep. Kohls moved the H0829A7 amendment.

Rep. Kohls moved to incorporate an oral amendment into the H0829A7 amendment as follows:
Page 1, line 3 delete "Page 35, delete section 18"
THE AMENDMENT WAS NOT INCORPORATED.

Rep. Smith moved the H0829A24 amendment.

Rep. Paymar moved to incorporate an oral amendment into the proposed amendment as follows:
"Delete $571,000 from drug courts, delete $175.000 each year of the biennium from the Board of Public Defense and $437,000 from the Department of Corrections on their line item on fuel and utility costs. THE AMENDMENT WAS ADOPTED.

Rep. Smith moved amendment H0829A24, as incorporated. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. Paymar moved the H0829A22 amendment. THE AMENDMENT WAS ADOPTED.

Rep. Paymar renewed the motion that HF0829, as amended, be recommended to pass and be re-referred to the Committee on Taxes with a recommended re-referral to the Committee on Finance. MOTION PREVAILED.
