MINUTES


Representative Kahn, Chair of the Division, called the meeting to order at 2:25 P.M. on March 18, 2008 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Dan Salomone, Deputy Commissioner, Department of Revenue presented the Governor's budget recommendations for the agency.

A quorum was present at 2:30 P.M.

Deputy Commissioner Salomone then gave an update on the Department's tax compliance initiatives included in HF 3967.

Judy Cook, Senior Partner, Cook, Hill and Girard, representing the MN Bankers Association, gave testimony on the Department's tax compliance initiatives.

Mara Humphrey, VP of Government Affairs for the MN Credit Union Network, gave testimony on the Department's tax compliance initiatives

David Skilbred, VP of Government Relations for the Independent Community Bankers of MN, explained his concerns with the Department's tax compliance initiatives

HF 3770 (Winkler) Office of Enterprise Technology legislative report required regarding its approval process for state agency technology requests and assistance provided to state agencies in developing agency information system plans.

Representative Winkler moved that HF 3770 be heard and recommended to pass and re-referred to the Finance Committee.

Representative Winkler then moved the DE-1
Representative Winkler and John Lally, Planning Director, Office of Enterprise Technology, testified on HF 3770.

Representative Winkler renewed his motion that HF 3770 be recommended to pass as amended and re-referred to the Finance Committee. THE MOTION PREVAILED.


HF 3723 (Kahn) Minneapolis Park and Recreation Board authorized to retain proceeds from condemnation of park lands necessary for reconstruction and expansion of marked Interstate Highway 35W at the Mississippi River.

Chair Kahn moved that HF 3723 be heard and recommended to pass and re-referred to the Finance Committee.

Brian Rice, Attorney for Minneapolis Parks, testified in support of HF 3723.

Chair Kahn renewed her motion that HF 3723 be recommended to pass and re-referred to the Finance Committee. THE MOTION PREVAILED.

HF 3417 (Tillberry) Returning combat veteran reinstatement fee waiver provided.

Chair Kahn moved that HF 3417 be heard and recommended to pass and re-referred to the Finance Committee.

Representative Tillberry testified in support of HF 3417.

Chair Kahn moved an oral amendment to HF 3417 as follows:
Page 1, line 20, delete everything after "effective" and insert "the day following final enactment."

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn renewed her motion that HF 3417, as amended, be recommended to pass and re-referred to the Finance Committee. THE MOTION PREVAILED.

HF 2985 (Dettmer) School district military pay salary differential assistance provided

Representative Dettmer and Terry Palmer, Comptroller, Department of Military Affairs, gave testimony on HF 2985.

Chair Kahn moved that HF 2985 be laid over for possible inclusion in the State Government Finance Division's supplemental budget bill.

HF 2645 (Faust) Minnesota National Guard Youth Challenge Program participation report required.

Representative Faust and Donald Kerr, Principal Planner, Department of Military Affairs testified in support of HF 2645.

Chair Kahn moved that HF 2645 be laid over for possible inclusion in the State Government Finance Division's supplemental budget bill.

HF 219 (Walker) Personal sick leave benefits extended to include care for specified relatives.

Chair Kahn moved that HF 219 be heard and recommended to pass and re-referred to the Finance Committee.

Chair Kahn moved the
A-3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chad Thuet, Assistant State Negotiator, Department of Employee Relations, testified on HF 219.

Dave Dederichs, Manager, Fiscal and Labor-Management Policy, MN Chamber of Commerce testified on HF 219.


Chair Kahn renewed her motion that HF 219, as amended, be recommended to pass and re-referred to the Finance Committee. THE MOTION PREVAILED.


The meeting was adjourned at 4:05 P.M.
