MINUTES


Representative Hornstein, Chair of the Committee, called the meeting to order
at 2:25 P.M. on, Wednesday, February 20, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF 2943 (Madore) Transit implementation plan; ADA paratransit ridership needs assessment; annual transit report. Rep. Madore moved adoption of amendment H2943A2. THE MOTION PREVAILED. The following people testified on the legislation:

Rep. Hortman moved the minutes of March 21, 2007. THE MOTION PREVAILED.
Rep. Madore moved that HF 2943, as amended, be recommended to pass and be re-referred to the Transportation Finance committee. THE MOTION PREVAILED.
HF 2408 (Carlson) Physically disabled persons multiple sets of license plates authorized. Rep. Hornstein moved adoption of the HF2408DE1 amendment. THE MOTION PREVAILED. Jeff Banksberg Minnesota State Council on Disability assisted Rep. Carlson in presenting the legislation to the committee.

At 3:25 PM Rep. Madore began chairing the committee.

HF1822 (Jaros) Cell phones; mobile telephones used in motor vehicles required to be hands-free. Ken Zapp, Metropolitan State University professor spoke in favor of the legislation. Rep. Madore moved the H1822A1 amendment. THE MOTION PREVAILED. Erik Rudeen, MnDOT, answered a committee question. Rep. Madore moved that HF 1822, as amended, pass without recommendation to the Finance Committee. THE MOTION PREVAILED.

At 3:50 PM Rep. Hortman began chairing the committee.

HF 2538 (Madore) Cedar Avenue Bridge. Dan Krom, Dakota County Transit Coordinator and Dakota County Commissioner Tom Eagan, assisted in presenting the legislation to the committee. Rep. Hortman moved that HF 2538 be recommended to pass and re-referred to the Transportation Finance committee. THE MOTION PREVAILED.

The meeting was adjourned at 4:00 P.M.
