MINUTES


Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:00 A.M. on, Wednesday, January 24, 2007, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A bill for an act relating to finance; authorizing transfer of appropriations within the Help America Vote Act account.

Rep. Hilty moved that HF 160 be recommended to pass and re-referred to the Committee on State Government Finance.

Rep. Hilty withdrew his motion.

Rep. Hilty moved that HF 160 be recommended to pass and re-referred to the Committee on Finance.

Rep. Hilty moved to amend HF 160. (See attached H0160A1 amendment.) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hilty renewed his motion that HF 160, as amended, be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Scheduled for hearing was: H. F. 110 (Huntley)

A bill for an act relating to waters; enacting the Great Lakes - St. Lawrence River Basin Water Resources Compact.

Chairman Pelowski moved that HF 110 be recommended to pass and placed on the General Register.

Rep. Huntley presented HF 110.

Chairman Pelowski renewed his motion that HF 110 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Olson requested a roll call vote.

Voting aye: Pelowski, Anderson, S., Brod, Hilty, Kalin, Morgan, Nelson, Poppe, Simon, Winkler and Wollschlager.

Voting nay: Emmer, Howes, Olson, and Peterson, N.

Excused: Kahn

There were 11 AYES and 4 NAYES, THE MOTION PREVAILED.

Scheduled for hearing was: H. F. 163 (Huntley)

A bill for an act relating to local government; authorizing the city of Duluth to establish accounts to pay for post-employment benefits owed to retired employees and to generate revenue dedicated to meet certain city obligations.

Chairman Pelowski moved that HF 163 be recommended to pass and re-referred to the Committee on Local Government and Metropolitan Affairs.

Chairman Pelowski moved to amend HF 163, (see attached delete-everything amendment, H0163DE1.) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski moved to amend HF 163, as amended (see attached HRD amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski moved to amend HF 163, as amended, as follows:

Page two, line 2, strike "executive director" and insert, "city of Duluth"

Rep. Pelowski renewed his motion that HF 163, be recommended to pass, as amended, and re-referred to the Committee on Local Government and Metropolitan Affairs.
