GOVERNMENTAL OPERATIONS, REFORM, TECHNOLOGY AND ELECTIONS

MINUTES


Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:00 A.M. on Wednesday, March 7, 2007, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Scheduled for hearing was: H. F. 1117 (Simon)

A bill for an act relating to elections; moving precinct
caucuses from March to February; moving the state primary from September to June and
making conforming changes; etc.

Representative Simon moved that HF 1117 be recommended to pass and placed on the
General Register.

Representative Simon moved to amend HF 1117 (see attached H1117A1 amendment).
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Discussion was held.

Representative Brod moved to amend HF 1117, as amended. (See attached
MS/HRD amendment.)

Representative Emmer requested a roll call vote.

Those voting no: Pelowski, Anderson, S., Kahn, Kalin, Morgan, Nelson, Poppe, Simon,
Winkler and Wollschlager.

Abstained: Hilty, Howes

Excused: Olson

Absent: Peterson, N.

There were 10 nays and 2 ayes, THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Representative Simon moved to amend HF 1117, as amended, as follows:

Page 5, line 8, delete "2008" and insert "2010"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Simon renewed his motion that HF 1117, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Scheduled for hearing was: H. F. 911 (Thissen) First Engrossment

A bill for an act relating to human services; establishing a
self-directed personal supports option; modifying the Minnesota supplemental aid
standard; etc.

Chairman Pelowski moved that HF 911 First Engrossment be recommended to pass and re-referred to the Committee on Finance.

Testifying on HF 911 First Engrossment:

Chairman Pelowski moved to amend HF 911 First Engrossment (see attached H0911A3
amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski renewed his motion that HF 911 First Engrossment, as amended,
be recommended to pass and re-referred to the Committee on Finance. THE MOTION
PREVAILED.

Scheduled for hearing was: H. F. 1110 (Hilty)

A bill for an act relating to elections; changing certain definitions, voter registration procedures and requirements, filing requirements, voting procedures, election day prohibitions, etc.

Representative Hilty moved that HF 1110 be recommended to pass and re-referred to the Committee on Finance.

Representative Hilty moved to amend HF 1110 (see attached H1110DE1 amendment).
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Howes moved to amend HF 1110, as amended, and requested that his amendment be incorporated into the amendment that Matt Gehring, House Research, will be drafting, as follows:

Page 22, line 30, delete "must" and insert "may"

Chairman Pelowski temporarily laid over HF 1110, as amended.

The meeting was adjourned at 9:32 A.M.
