MINUTES


Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:01 A.M. on Thursday, March 15, 2007, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Morgan moved that the minutes of March 8, 2007, be adopted. THE
MOTION PREVAILED.

Scheduled for hearing: H. F. 790 (Moe)

A bill for an act relating to public facilities; modifying provisions of the Minnesota Public Facilities Authority Act; making technical and housekeeping changes; etc.

Representative Howes moved that HF 790 be recommended to pass and re-referred to the Committee on Finance.

Representative Howes renewed his motion that HF 790 be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Representative Morgan moved that HF 1155 be recommended to pass and re-referred to the Committee on Finance.

A bill for an act relating to elections; clarifying certain procedures and terminology; changing or eliminating certain requirements; changing certain duties, etc.

Representative Morgan moved that HF 1670 be recommended to pass and placed on the Consent Calendar.

Representative Morgan amended his motion that HF 1670 be recommended to pass and placed on the General Register.

Representative Morgan moved to amend HF 1670 (see attached A07-0182 delete everything amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Page 3, line 12, delete "2008" and insert "2009"

Delete Sec. 4

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chairman Pelowski moved to amend HF 779, as amended, as follows:

Delete Sec. 1

Representative Morgan amended his motion that HF 779, as amended, be re-referred to the Committee on Finance without recommendation.

A bill for an act relating to elections; campaign finance; changing certain disclosure requirements; limiting independent expenditures by political party units; etc.

Representative Peterson, N., moved that HF 524 be recommended to pass and placed on the General Register.

Representative Peterson, N., moved to amend HF 524 (see attached H0524A2 amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Wollschlager moved to amend HF 524, as amended, as follows:

Page 2, line 25, delete "my" and insert "by"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
