MINUTES


Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:00 A.M. on Wednesday, March 19, 2008, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Morgan moved that the minutes of March 13 and March 18, 2008, be adopted. THE MOTION PREVAILED.

Scheduled for hearing: H. F. 3224 (Gunther) First Engrossment

A bill for an act relating to boiler operations; making changes to licensing procedures; authorizing rulemaking; etc.

Chairman Pelowski moved that HF 3224, First Engrossment, be recommended to pass and placed on the General Register.

A bill for an act relating to boxing; changing the name of the Minnesota Boxing Commission; providing penalties; extending jurisdiction of the commission; etc.

A bill for an act relating to state auditor; requiring employees and officers of local public pension plans to report unlawful actions; etc.

Chairman Pelowski moved that HF 3665 be recommended to pass and placed on the General Register.

A bill for an act relating to state government; incorporating Minnesota Milestones goals and indicators in budget preparation; establishing a subcommittee of the Legislative Commission on Planning and Fiscal Policy; establishing a working group; providing additional duties for the Sesquicentennial Commission; etc.

Chairman Pelowski moved that HF 3891 be recommended to pass and re-referred to the Committee on Finance.

A bill for an act relating to human services; making technical changes; amending children's mental health, health care, and miscellaneous provisions; etc.

Chairman Pelowski moved that HF 3435, First Engrossment, be recommended to pass and placed on the General Register.

Chairman Pelowski moved to amend HF 3435, First Engrossment, as follows:

delete Article 1, p. 1, line 11 to p. 12, line 16

renumber subsequent articles, amend the title accordingly

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

A bill for an act relating to veterans; designating July 27 as Korean War Veterans Day; etc.

Chairman Pelowski moved that SF 3443 be recommended to pass and placed on the General Register.

Chairman Pelowski moved to amend SF 3443 as follows:

Page 1, line 5, delete "VETERANS" and insert "ARMISTICE"

Page 1, line 22, delete "Veterans" and insert "Armistice"

Amend the title as follows:

Page 1, line 2, delete "Veterans" and insert "Armistice"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kahn moved to amend SF 3443, as follows:

Page 1, line 18, delete "Today, South"

Page 1, delete line 19.

Representative Brod requested a roll call on the motion.

Voting aye: Hilty, Kahn and Wollschlager.

Voting nay: Pelowski, Anderson, S., Brod, Emmer, Kalin, Morgan, Nelson, Poppe and Simon.

There were 3 ayes, and 9 nays. THE MOTION FAILED.

Chairman Pelowski renewed his motion that SF 3443, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Scheduled for hearing: H. F. 3807 (Hortman)

A bill for an act relating to state government; providing additional whistleblower protection to state executive branch employees; etc.

Chairman Pelowski moved that HF 3807 be recommended to pass and placed on the General Register.
