Representative Paul Thissen, Chair of the Committee, called the meeting to order at 2:17 P.M. on, Tuesday, February 6, 2007 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Tschumper moved that the minutes of February 1, 2007 be adopted. MOTION PREVAILED.

Chair Thissen announced the referral of the following bills to the Mental Health Division:

HF 573 Otremba Foster parent mental health training requirement imposed.

HF 574 Loeffler Children's mental health grants and work group established; mental health provisions modified; trauma-focused, evidence-based practices grants provided; county reimbursement provided; and money appropriated.

Chair Thissen announced the referral of the following bills to the Licensing Subcommittee:

HF 576 Thissen Mental health examiners authorized for residents in bordering states.

HF 645 Otremba X-ray equipment operator provisions modified.

HF298 (Huntley) Family planning access increased to prevent unintended pregnancies, nurses authorized to dispense oral contraceptives at clinics, reimbursement rates increased, grant reductions eliminated, and money appropriated.

Rep. Huntley moved that HF298 be recommended to pass and re-referred to the Committee on Finance.

Rep. Brod moved to amend HF298 as follows:

Page 1, delete lines 11 to 21

THE AMENDMENT WAS ADOPTED.

Rep. Gottwalt moved the H0298A1 amendment and after discussion withdrew the amendment.

Rep. Emmer moved the H0298A1 amendment and requested a roll call vote.

Rep. Huntley moved that HF298, as amended, be recommended to pass and re-referred to the Committee on Finance.

THE MOTION PREVAILED.

HF276 (Otremba) MinnesotaCare self-employed farmers income definition modified.

Rep. Otremba moved that HF276 be recommended to pass and re-referred to the Committee on Agriculture, Rural Economies and Veterans' Affairs Policy.

Speaking on HF276 were:

Jim Tunheim, Minnesota Farmers Union

Rep. Otremba renewed her motion that HF276 be recommended to pass and re-referred to the Committee on Agriculture, Rural Economies and Veterans' Affairs Policy. MOTION PREVAILED.

Vice-Chair Fritz assumed the gavel at 3:45

Dr. Peter Dehnel presented testimony on behalf of HF578.

Vice-Chair Fritz announced a recess until 6:30 P.M. at 3:52 P.M.

Chair Thissen re-convened the meeting at 6:40 P.M.

HF578 (Abeler) MinnesotaCare Care for More Families (CMF) program established, medical benefit accounts and high-deductible health plan coverage provided, and health insurance

exchanges established.

Rep. Abeler moved the H0578A1 amendment. THE AMENDMENT WAS ADOPTED.

HF578, as amended, was laid over for further discussion.

HF463 (Murphy, E.) MinnesotaCare small employer buy-in option created.

Rep. Murphy, E. moved that HF463 be recommended to pass and re-referred to the Committee on Finance.

Kathryn Kmit, MN Council of Health Plans

Rep. Murphy renewed her motion that HF463 be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

HF297 (Huntley) Health care premiums restricted, universal health care plan required, MinnesotaCare provisions modified, residents right to affordable health care stated, money appropriated, and constitutional amendment proposed.

Rep. Huntley presented HF297.

Providing testimony on HF297 were:

HF297 was laid over for further discussion.
