MINUTES


Representative Paul Thissen, Chair of the Committee, called the meeting to order at 2:17 P.M. on, Tuesday, February 20, 2007 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Murphy moved that the minutes of February 15, 2007 be adopted. THE MOTION PREVAILED.

Chair Thissen announced the referral of the following bills to the Mental Health Division:

HF1067 (Huntley) Mental health provisions modified, county board duties clarified, mental health service delivery reform provided, grants authorized; and medical assistance and MinnesotaCare coverage modified.

Chair Thissen announced the referral of the following bills to the Licensing Subcommittee:

HF1189 (Thissen) Licensed health care professional definition added, and licensing provisions for physical therapists modified.

Chair Thissen moved that HF250 be recommended to pass and re-referred to the Committee on Finance.

HF250 (Peterson, A) modifying provisions for ambulance service and interhospital transfer

Providing testimony in favor of the bill were:

Mary Hedges, Executive Director of MN Emergency Medical Services Regulatory Board
Buck McAlpin, MN Ambulance Association

Chair Thissen renewed his motion that HF250 be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Rep. Norton moved that HF634 be recommended to pass and re-referred to General Register.

HF634 (Norton) A resolution urging support for and reauthorization of the State Children's Health Insurance Program

Rep. Norton presented the bill.

Rep. Norton renewed her motion that HF634 be recommended to pass and re-referred to General Register. THE MOTION PREVAILED.

Chair Thissen moved that HF625 be recommended to pass and re-referred to the Committee on Finance.

HF625 (Nornes) eliminating the MinnesotaCare four-month uninsured requirement for children

Rep. Nornes presented the bill.

Chair Thissen renewed his motion that HF625 be recommended to pass and re-referred to the Committee on Finance. THE MOTION PREVAILED.

Rep. Loeffler moved that HF475 be recommended to pass and re-referred to the Committee on Commerce and Labor.

HF475 (Loeffler) expanding private health insurance coverage of young adult dependents by including those not enrolled as full-time students.

Speaking on the bill was:

Rep. Loeffler renewed her motion that HF475 be recommended to pass and re-referred to the Committee on Commerce and Labor. THE MOTION PREVAILED.
