LOCAL GOVERNMENT AND METRO AFFAIRS COMMITTEE

MINUTES


Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the fifth meeting at 12:30pm on Wednesday, January 24, 2007 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 1:00pm, and the meeting was called to order.

James Noble, Legislative Auditor for the state of Minnesota presented an overview of his office and took questions from the committee members.

Rebecca Otto, State Auditor for the state of Minnesota presented an overview of her and took questions from the committee members.

H.F.119 (Jaros): Creating a study commission to determine the feasibility of establishing South St. Louis Municipality within the Western lake Superior Sanitary District.

Rep. Lenczewski moved that H.F. 119 be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections.

Rep. Jaros presented H.F.119

Rep. Lenczewski moved to amend H.F. 119 as follows:
Page 1, Line 22, before the period, insert ",excluding any area within Carlton County"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Holberg moved to amend H.F. 119 as follows:
Page 1, Line 23, delete everything after "(e)".
Page 1, Line 24, delete everything before "staff" and insert "The nonlegislative members' meeting expenses must be paid by their respective appointing authorities."
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Solberg moved to amend H.F. 119 as follows:
Page 1, Line 7, after "of" insert "up to" and delete "shall" and insert "may."
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Lenczewski renewed her motion that H.F.119 be recommended to pass, as amended, and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections.
THE MOTION PREVAILED.

Jo Voss, Project Manager for the Legislative Auditor provided a presentation on the Volunteer Firefighter Pension Evaluation Report, and took questions from the committee.

Chair Hilstrom adjourned the meeting at 2:07pm.
