MINUTES



Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the 22nd meeting at 4:05 pm on Monday, February 18, 2008 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Agenda/ Action:

HF611 (Anzelc): Workplace communications between labor organizations and employees protected, and certain employer conduct prohibited.

Rep. Anzelc presented HF611 and took questions from the committee.

HF2636 (Anzelc): Towns; recognition of service expenditures authorized.

Rep. Anzelc presented HF2636 and took questions form the committee.

Kent Sulem, Minnesota Association of Townships testified on behalf of HF2636 and took questions from the committee.

A quorum was present at 4:18pm and the meeting was called to order.

Chair Hilstrom moved that HF2636 be recommended to pass and be placed on the General Register.

Chair Hilstrom moved that HF2636 be amended (see A08-1104).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Hilstrom renewed her motion that HF2636 as amended, be recommended to pass and be placed on the General Register.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

Chair Hilstrom moved that HF611 be recommended to pass and be placed on the General Register.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF2788 (Anzelc): Nashwauk Public Utilities Commission membership increased from three to five members.

Chair Hilstrom moved that HF2788 be recommended to pass and be re-referred to the Committee on Energy Finance and Policy.

Rep. Anzelc presented HF2788 and took questions from the committee.

Bill Hendricks, Mayor of Nashwauk was available for questions from the committee.

Chair Hilstrom renewed her motion that HF2788 be recommended to pass and be re-referred to the Committee on Energy Finance and Policy.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF3157 (Peterson, A): Big Stone County; County treasurer duty assignment authorized.

Chair Hilstrom moved that HF3157 be recommended to pass and be placed on the General Register.

Rep. Peterson presented HF3157 and took questions from the committee.

Chair Hilstrom renewed her motion that HF3157 be recommended to pass and be placed on the General Register.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF2599 (Brod): Memorial Day observances county expenditure limit increased.

Rep. Beard moved that HF2599 be recommended to pass and be placed on the General Register.

Rep. Brod presented HF2599 and took questions from the committee.

Rep. Shimanski testified on behalf of HF2599 and took questions from the committee.

Rep. Beard renewed his motion that HF2599 be recommended to pass and be placed on the General Register.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

HF1762 (Simon): City charter commission discharge mechanism provided.

Chair Hilstrom moved that HF1762 be recommended to pass and be placed on the General Register.

Chair Hilstrom moved that HF1762 be amended (see H1762DE2).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. Simon presented HF1762 as amended and took questions from the committee.

Ann Higgins, League of Minnesota Cities, testified on behalf of HF1762 and took questions from the committee.

Chair Hilstrom renewed her motion that HF1762 as amended, be recommended to pass and be placed on the General Register.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

Rep. Beard moved that the minutes of March 19, 2007 be adopted.
THE MOTION PREVAILED.

Rep. Dominguez moved that the minutes of September 19, 2007 be adopted.
THE MOTION PREVAILED.

Rep. Scalze moved that the minutes of January 17, 2008 be adopted.
THE MOTION PREVAILED.

The meeting was adjourned at 4:46pm.
