PUBLIC SAFETY AND CIVIL JUSTICE POLICY COMMITTEE MINUTES



Representative Mullery, Chair, called the meeting to order at 12:40 P.M. on Thursday, February 22, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 1123 (Bigham): A bill for an act relating to public safety; clarifying authority of Department of Public Safety to disclose driving record information to law enforcement agencies; amending Minnesota Statutes 2006, section 171.12, by adding a subdivision.

Representative Bigham presented HF 1123.

Chair Mullery moved the bill be laid over for possible inclusion in the omnibus Public Safety and Civil Justice Policy Committee bill.

HF 1118 (Bigham): A bill for an act relating to corrections; requiring predatory offender registration database checks for persons booked at jails; amending Minnesota Statutes 2006, section 641.05.

Representative Bigham presented HF 1118.

Chair Mullery moved the bill be laid over for possible inclusion in the omnibus Public Safety and Civil Justice Policy Committee bill.

HF 867 (Bigham): A bill for an act relating to crime; amending the crime of burglary in the second degree; prescribing penalties; amending Minnesota Statutes 2006, sections 609.581, by adding subdivisions; 609.582, subdivision 2.

Representative Bigham presented HF 867.

Representative Bigham moved adoption of the H0867A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Bigham moved adoption of the H0867A3 (Emmer) amendment. THE AMENDMENT WAS ADOPTED.

Representative Kalin moved approval of the Minutes for February 20, 2007. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

HF 49 (Lesch): A bill for an relating to public nuisances; providing that certain gang behavior is a public nuisance; authorizing injunctive relief and other remedies; proposing coding for new law in Minnesota Statutes, chapter 617.

Representative Lesch presented HF 49.
