PUBLIC SAFETY AND CIVIL JUSTICE POLICY COMMITTEE MINUTES



Representative Mullery, Chair, called the meeting to order at 6:15 P.M. on Tuesday, March 13, 2007, in Room 400S of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 895 (Eken): A bill for an act relating to corrections; authorizing withdrawal by a county from a regional jail system; amending Minnesota Statutes 2006, section 641.265, subdivision 2.

Representative Johnson moved HF 895 before the committee.

Representative Eken presented HF 895.

Chair Mullery substituted SF 660 for HF 895 and laid the bill over for possible inclusion in the Public Safety and Civil Justice Policy Committee omnibus bill.

HF 1823 (Paymar): A bill for an act relating to corrections; establishing a five-year demonstration project designed to apply best practices to improve and promote the recovery and success of high-risk adults who frequently use costly public services such as emergency rooms, treatment programs, jails, prisons, and detoxification facilities; combining an innovative management and governance structure; assembling core services currently provided separately, including housing, behavioral health, health care, employment, and community and family reengagement; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 241.

Representative Paymar moved to orally amend HF 1823 as follows:

Page 3, delete line 3.23

Page 3, after "commissioner" delete the comma and insert "of corrections"

THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS INCORPORATED.
