MINUTES


Representative Lesch, Chair, called the meeting to order at 11:10 A.M. on Friday, March 16, 2007, in Room 500N of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 1273 (Kranz): A bill for an act relating to crimes; providing testimonial confidentiality for certain sexual assault counselors; eliminating the "mistake of age" defense for certain criminal sexual assault offenders; enhancing penalties for certain nonconsensual sexual contact offenses committed by professionals engaged in massage or bodywork; amending Minnesota Statutes 2006, sections 595.02, subdivision 1; 609.341, subdivision 11; 609.344, subdivision 1; 609.345, subdivision 1; 609.3451, subdivision 3.

Chair Lesch moved the bill before the committee.

Chair Lesch moved to orally amend the bill as follows:

Page 4, line 28, delete "n" and insert "o"

Chair Lesch withdrew his HF 239 from consideration as it is the same as Representative Kranz's HF 1273.

HF 414 (Liebling): A bill for an act relating to crime victims; authorizing the Department of Public Safety to make emergency grants to crime victims; appropriating money; amending Minnesota Statutes 2006, section 611A.675.

Representative Kalin moved HF 414 before the committee, and moved that the bill be recommended to pass and be re-referred to the Committee on Public Safety and Civil Justice with the further recommendation that the bill be re-referred to the Committee on Finance.

Representative Paymar presented HF 1354 and moved that the bill be recommended to pass and be re-referred to the Committee on Public Safety and Civil Justice, with a further recommendation that the bill be re-referred to the Committee on Finance.

HF 506 (Olin): A bill for an act relating to domestic abuse; making repeat offenders who violate domestic abuse no contact orders guilty of a felony; defining qualified domestic violence-related offenses; amending Minnesota Statutes 2006, sections 518B.01, subdivision 22; 609.02, subdivision 16.

Representative Olin presented HF 506 and moved that the bill be recommended to pass and be re-referred to the Committee on Public Safety and Civil Justice.
