PROPERTY TAX RELIEF AND LOCAL SALES TAX DIVISION

MINUTES


Representative Paul Marquart, Chair of the Committee, called the meeting to order at 10:00 A.M. on Monday, March 7, 2007, in Room 10 of the State Office Building.

Committee Legislative Assistant Paul Cumings noted the roll.

HF1459 (M.Murphy) Modular homes exempted from the property tax.

Representative Marquart, Chair of the Division, asked that this bill be heard at this time.

Representative Mary Murphy testified on behalf of the bill. Dean Menardi, President of Minnesota Mobile Home Association, and Mark Brunner, Owner of Easy Housing of Duluth, testified in favor of the bill.

Representative Marquart, Chair of the Division, thanked the authors and testifiers and will move and lay over the bill once a quorum is present.


HF1113 (Wollschlager) Property tax class rates increased on certain utility property.

Gordon Folkman from the Department of Revenue gave an overview of HF 1113.


A quorum was present at 10:18 AM.


Representative Paymar moved that HF1113 be heard and laid over for possible inclusion in the Property Tax Division Report.

Representative Paymar moved that the author's amendment labeled A-1 be adopted. THE AMENDMENT WAS ADOPTED.

Representative Wollschlager testified on behalf of the bill. Carol Duff, City Council President of Red Wing, Minnesota, testified in favor of the bill. Ken Paulson, Mayor of the City of Becker, Minnesota, testified in favor of the bill. Marshall Hallock, Finance Director for the City of Red Wing, testified in favor of the bill. Keith Carlson, Executive Director of the Minnesota Inter-County Association, testified in favor of the bill. Gary Carlson, Executive Director of the League of Minnesota Cities, testified in favor of the bill. Clint Herbst, Mayor of the City of Monticello, testified in favor of the bill.

Kirk Nesvig, Director of Tax Policy for Centerpoint Energy, testified in opposition to the bill. Joe Rheinberger, Tax Department Representative from Xcel Energy, testified in opposition to the bill. Glen Keihl, Community Relations Representative for Xcel Energy, testified in opposition to the bill. Tony Straquadine, Vice President for Alliance Pipeline, testified in opposition to the bill. Joanne Wright, Manager for Property Tax Affairs for Northern Natural Gas Pipeline, testified in opposition to the bill. Loren Laugtug, From Ottertail Power, testified in opposition to the bill.

Representative Marquart, Chair of the Division, laid over HF1113 for possible inclusion in the Property Tax and Local Sales Tax Division Report.


HF1459 (M.Murphy) Modular homes exempted from the property tax. (REVISITED FROM EARLIER THIS MEETING).

Representative Loeffler moved that HF1459, which was heard earlier this meeting, be laid over for possible inclusion in the Property Tax and Local Sales Tax Division Report.

Representative Loeffler moved approval of minutes for Monday, March 5, 2007. THE MOTION PREVAILED.


HF969 (Simpson) Tier I homestead resorts market value modified.

Representative Lanning moved that HF969 be heard and laid over for possible inclusion in the Property Tax Division Report

Representative Simpson testified on behalf of the bill. Joel Carlson, from the Congress of Minnesota Resorts, testified in favor of the bill. Mark Novatny, Manager of Hide-a-way Bay Resort, testified in favor of the bill. Ed Becker testified in favor of the bill.

Representative Marquart, Chair of the Division, laid over HF969 for possible inclusion in the Property Tax and Local Sales Tax Division Report.


HF486 (Finstad) Homestead classification extended to certain property used for non-homestead purposes.

Representative Lanning moved that HF486 be heard and laid over for possible inclusion in the Property Tax Division Report

Representative Finstad testified on behalf of the bill.

Representative Marquart, Chair of the Division, laid over HF486 for possible inclusion in the Property Tax and Local Sales Tax Division Report.


HF469 (Sviggum) Property tax class 4c expanded to include certain nonprofit community service oriented organizations. HF1125 (Dettmer) Class 4c property classification expanded to certain nonprofit community service-oriented organizations. (They were heard together)

Representative Lanning moved that HF469 and HF1125 be heard and laid over for possible inclusion in the Property Tax Division Report.

Representative Sviggum testified on behalf of HF 469. Representative Dettmer testified on behalf of HF1125.

Representative Demmer moved that the author’s amendment labeled A-1 be adopted. (Technical note to be changed) THE AMENDMENT WAS ADOPTED.

Bob Davis, Goodhue County Veteran’s Service Officer, testified in favor of the bills. Ron Weiss, Third District American Legion Member, testified in favor of the bills. Bud Selk, Commander of the 3rd District of the American Legion, testified in favor of the bills. Byron Boris, VFW Member, testified in favor of the bills.

Representative Marquart, Chair of the Division, laid over HF469 and HF1125 for possible inclusion in the Property Tax and Local Sales Tax Division Report.

The meeting was adjourned at 11:24 A.M.
