Representative Loren Solberg, Chair of the Committee on Ways and Means, called the meeting to order on Wednesday, March 17, 2010 at 6:30PM in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Eken moved to adopt the minutes of February 18, 2010 as presented.

Representative Dean moved to adopt the minutes of the March 3, 2010 Joint Hearing with Finance Committee.

BUDGET RESOLUTION
Representative Solberg moved to adopt the Budget Resolution KN-RES08-1.

Representative Solberg explained the Budget Resolution as presented.

Representative Holberg requested a roll call.

Members voting AYE: Solberg, Brynaert, Carlson, Eken, Hilstrom, Huntley, Kahn, Lenczewski, Mahoney, Nelson, Scalze, Swails, Tillberry.

Members voting NAY: Dean, Demmer, Holberg, McNamara, Otremba, Westrom

Members excused/not voting: Abeler, Faust, Mariani, Bunn, Davids, Hamilton, Hoppe, Rudd

Rep. Solberg renewed his motion that Budget Resolution KN-RES08-1 be adopted.
There being 13 Ayes and 6 Nays the motion prevailed.

HF1671 (Carlson) Supplemental budget bill; state government funding provided for state agencies, departments, and commissions, and various other state government provisions modified, bonds issued, and money appropriated.

Representative Carlson moved that HF1671 be recommended to pass and be placed on the General Register.

Representative Carlson moved to amend HF1671 as follows: see H1671A22.

Representative Leider presented Article 10 of HF1671 as amended.
Representative Murphy, M presented Article 3, article 9 and article 11 of HF1671 as amended.

Representative Rukavina presented Article 1 of HF1671 as amended.
Representative Paymar presented Article 11 of HF1671 as amended.
Representative Hilty presented Article 4 of HF1671 as amended.

Representative Kahn presented Article 12 of HF1671 as amended.

Representative Lenczewski moved to amend HF1671 as amended as follows: insert the language of HF2077.

There being 12 Ayes and 9 Nays the motion prevailed

Rep. Carlson renewed his motion that HF1671 as amended pass and be placed on the General Register. THE MOTION PREVAILED



HF802 (Murphy, E) Mental health urgent care and psychiatric consultation required, hospital payment rates reduced, covered services changed, transfers allowed, general assistance medical care program created, transitional MinnesotaCare coverage provided, coordinated care delivery systems required, temporary uncompensated care pool and prescription drug pool created, and money appropriated.

Representative Solberg moved that HF802 be recommended to pass and be placed on the General Register.

Rep. Solberg moved to amend HF802 as follows: See H0802A7-2
The motion prevailed

Rep.Murphy, E explained HF802 as amended.

Rep. Hilstrom moved that HF802 as amended pass and be placed on the General Register.
