Representative Ann Lenczewski, Chair of the Committee, called the meeting to order at 10:38 AM on March 25, 2009 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF1106-Hausman-St. Paul Port Authority provided an application fee credit toward a future bond sale.

Representative Hilstrom moved HF1106 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Davids moved the minutes from March 23, 2009. THE MOTION PREVAILED, THE MINUTES WERE ADOPTED.

Representative Ruud moved HF722 be laid over for possible inclusion in the Omnibus Tax Bill.

HF722-Thissen-Tax preparation services law modified.

Representative Ruud moved the H722A4 amendment. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Ruud renewed her motion that HF722 be laid over as amended for possible inclusion in the Omnibus Tax Bill.

Representative Lenczewski moved HF1040 pass and be sent to the General Register.

HF1040-Shimanski-McLeod West; ISDN 2887; Reorganization operating debt bonds issued.

Testifying on HF1040: Tony Boyer, Superintendant, McLeod West School District; Rick Clark, Superintendant, Buffalo Lake-Hector Public Schools; Steve Malone, Superintendent, Gibbon-Winthrop-Fairfax Public Schools; John Hustad, Citizens for Education; Steve Hinze, House Research; Greg Crowe, House Fiscal Analyst; Alan Hopeman, McLeod West School District; Chris Sonju, Superintendent, Glencoe-Silver Lake School District.

Representative Lenczewski renewed her motion that HF1040 pass and be sent to the General Register. THE MOTION PREVAILED; THE BILL WAS PASSED AND SENT TO THE GENERAL REGISTER.

Representative Solberg moved HF 1073 be laid over for possible inclusion to the Omnibus Tax Bill.

HF1073-Solberg- Exception extended to minimum contacts required for jurisdiction to ownership of property on the premises of a printer under specific circumstances.

Testifying on HF1073: Ward Einess, Commissioner, Minnesota Department of Revenue; David Radziej, Printing Industry of Minnesota; Fred Thigpen, RR Donnelley; Howard Fisk, Graphic Communications Union; Mike Amundson, Brown Printing Company.

Representative Solberg moved amendment H1073A1. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Solberg withdrew his motion that HF1073 be laid over for possible inclusion in the Omnibus Tax Bill as amended.

Representative Solberg moved that HF1073 pass as amended and be sent to the General Register. THE MOTION PREVAILED; THE BILL WAS PASSED AND SENT TO THE GENERAL REGISTER.
