Representative Carlson, Chair of the Finance Committee, called the meeting to order at
9:37 A.M. on Tuesday, April 13, 2010, in Room 200 of the State Office Building.

Vice-Chair Benson moved approval of the minutes of Friday, April 9, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Thissen moved adoption of the Health Care and Human Services Finance Division Report for HF2562, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Thissen moved that HF2562, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Thissen moved to amend HF2562, First Committee Engrossment. (See attached amendment H2562A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Thissen presented HF2562, First Committee Engrossment, as amended (Thissen) COBRA premium state subsidy eligibility extended, and unexpected funds carry forward authorized for COBRA grants.

Rep. Thissen renewed the motion that HF2562, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF2690, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Kahn moved that HF2690, First Committee Engrossment be recommended to pass and be re-referred to the Committee on Ways and Means.

Rep. Sertich presented HF2690, First committee Engrossment (Sertich) Executive agency
appropriations required to include proportionate reductions in expenditures on contracts, and
requirements provided during periods of projected deficits.


Bill Marx, Chief Fiscal Analyst, responded to questions regarding HF2690, First Committee
Engrossment.

Rep. Kahn renewed the motion that HF2690, First Committee Engrossment be recommended to pass and be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Champion moved adoption of the Transportation Policy and Finance Division Report for HF2116. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Champion moved that HF2116 be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Champion moved to amend HF2116. (See attached amendment H2116A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Repl. Hansen presented HF2116, as amended (Hansen) Vehicle transaction fees increased, acceptable methods of payment provided, and surcharge imposed.

Rep. Champion renewed the motion that HF2116, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Champion moved adoption of the Transportation Policy and Finance Division Report for HF0605, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Reinert presented HF2405, First Engrossment (Reinert) Temporary successors provided to members of the legislature called into active military service, implementation of statutory language provided, and constitutional amendment proposed.

Rep. Kahn renewed the motion that HF2405, First Engrossment be recommended to pass and re-referred to the Committee on Rules and Legislative Administration. THE MOTION PREVAILED.

As of Friday, April 09, 2010, SF1537 (Clark) Energy facility definition amended is referred to the Energy Finance and Policy Division.

As of Monday, April 12, 2010, HF3757 (Hilty) Security transaction security exemptions modified, and money appropriated for the state grant program is referred to the Energy Finance and Policy Division.
