Representative Carlson, Chair of the Finance Committee, called the meeting to order at
9:38 A.M. on Tuesday, April 27, 2010, in Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Buesgens moved approval of the minutes of Tuesday, April 20, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Huntley moved with the recommendation that House Resolution 8 be adopted.

Rep. Huntley presented House Resolution 8 (Huntley) A house resolution expressing the sense of the Minnesota House of Representatives regarding an extension of the enhanced federal Medicaid match.

Rep. Huntley renewed the motion with the recommendation that House Resolution 8 be adopted. THE MOTION PREVAILED.

Chair Carlson moved adoption of the State Government Finance Division Report for HF3281, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Murphy, M. moved that HF3281, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Murphy, M., moved to amend HF3281, First Committee Engrossment. (See attached amendment H3281-8A) THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Murphy, M., moved to amend HF3281, First Committee Engrossment. (See attached amendment H3281-12A).

Rep. Thissen moved to amend Amendment H3281-12A, as follows:

Page 1, line 8, delete "$35,000,000" and insert "$27,000,000"

Rep. Murphy, M. incorporated the proposed amendment.

Rep. Murphy, M. presented HF3281, First Committee Engrossment, as amended (Murphy, M.) Volunteer fire relief associations technical corrections made, break-in-service return revised, Minnesota deferred compensation plan service pension transfers authorized, payout defaults revised in survivor benefits, and corrections of certain special fund deposits authorized.

Rep. Murphy, M. renewed the motion that HF3281, First Committee Engrossment. as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Murphy, M. moved that HF3660 be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Koenen presented HF3660, as amended (Koenen) Department of corrections; settlement provided for certain claims against the state for injuries suffered.

Craig E. Lindeke, Senior Assistant Revisor, responded to questions regarding HF3660, First Committee Engrossment, as amended.

Rep. Murphy, M. renewed the motion that HF3660, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Thissen moved adoption of the Health Care and Human Services Finance Division Report for HF3571, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Thissen moved that HF3571, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Koenen presented HF3571, First Committee Engrossment (Koenen) Publicly owned nursing facilities rate increase authorized, and local share required for nonfederal medical assistance costs.

Rep. Thissen renewed the motion that HF3571, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Chair Carlson moved adoption of the Transportation Policy and Finance Division Report for HF3486, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved that HF3486, First Committee Engrossment be recommended to pass and placed on the General Register.

Rep. Morrow presented HF3486, First Committee Engrossment (Morrow) Financial assistance changes made for public transit, federal aid governing requirements established, local share of transit provider operating costs governing requirements modified, and reporting requirements amended.

Chair Carlson renewed the motion that HF3486, First Committee engrossment be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Slawik moved adoption of the Early Childhood Policy and Finance Division Report for HF2760, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Slawik moved that SF2505 be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Slawik moved to amend SF2505. (See attached amendment S2505DE2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Rep. Slawik presented SF2505, as amended (Slawik) Statewide child care provider training, coaching, consultation, and supports funding provided to prepare for the voluntary Minnesota quality rating system, and money appropriated.

Rep. Slawik renewed the motion that SF2505, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Simon moved adoption of the State Government Finance Division Report for HF3748. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Simon moved that HF3748 be recommended to pass and placed on the General Register.

Rep. Simon presented HF3748 (Simon) Chairs and ranking minority members of the Committee on Finance and Ways and Means authorized to request local impact notes.

Rep. Simon renewed the motion that HF3748 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Clark moved adoption of the Housing Policy and Public Health Finance Division Report for HF1993, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved adoption of the Transportation Policy and Finance Division Report for HF3490, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved that HF3490, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Holberg presented HF3490, First Committee Engrossment (Holberg) Requirements established governing capital requests and legislative reporting for projects to establish fixed guideway transit and rail lines.

Chair Carlson moved to amend HF3490, First Committee Engrossment. (See attached amendment H3490A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Carlson renewed the motion that HF3490, First Committee Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION FAILED.
