MINUTES


Chair Wagenius called the meeting to order at 8:34 A.M. on February 26, 2009 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF54 Hamilton, Jackson County; Regional environmental science and nature education center funding provided, bonds issued, and money appropriated.

Representative Hamilton moved and presented HF54. Amelia Hartman, a student from Okabena, testified in support.

Chair Wagenius laid the bill over for possible inclusion in an omnibus bonding bill.


HF156 Doty, Morrison County; New Platte River Watershed dam funding provided, bonds issued and money appropriated.

Representative Doty moved and presented HF156. Daniel Miller and Hans Bergh of the Platte River Watershed Coalition testified in support.

Kent Lokkesmoe, Director, DNR Division of Waters, testified in response to questions from the committee.

Chair Wagenius laid the bill over.


HF382 Marquart, Red River flood hazard mitigation project funding provided, bonds issued, and money appropriated.

Chair Wagenius moved HF382. Representative Marquart presented his bill.

HF494 Bunn, Closed landfill cleanup appropriation changed from revenue bond proceeds to user-financed general obligation bond proceeds.

Lyle Mueller, Finance Manager, Minnesota Pollution Control Agency, testified on the bill.

Jeff Lewis, Closed Landfill Program Manager, MPCA, testified on the bill.

Mike Roelofs, Executive Budget Coordinator, Minnesota Management and Budget, testified.

Chair Wagenius laid the bill over.

Gary Botzek of Minnesota Conservation Federation testified in support.

Representative Hortman moved and presented her bill.

Representative Persell moved the minutes of February 24. The motion prevailed.
