MINUTES


Representative Nora Slawik, Chair of the Early Childhood Finance & Policy Division, called the meeting to order at 4:36 pm on Thursday, March 26, 2009 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

A quorum was present at 4:37 pm.

Representative Slawik moved that H.F. 1728 (Loeffler), Provisions amended for child care programs, program integrity, adult supports including general assistance medical care and group residential housing and Minnesota family investment program, as amended, be recommended to pass and be re-referred to the Committee on Finance.

Testifying in favor of H.F. 1728:

Cherie Kotilinek, Manager, Child Care Assistance Program, Minnesota Department of Human Services

Ms. Kotilnik was asked to explain what payments would be withheld for untimely reporting; why the payment changes were needed with a new reporting system arriving in December; to clarify what the new December reporting system would and not be able to do; that childcare waiting lists are not coordinated at the state level; if the department plans on including the waiting list information in the new system; if an easier application would overinflate demand for funds; if untimely and incomplete reports are a regular occurrence; and to access if a state run waiting list would be more efficient than the current system.

Representative Slawik renewed the motion that H.F. 1728, as amended, be recommended to pass and be re-referred to the Committee on Finance. THE MOTION PREVAILED.

Representative Downey moved that the minutes from Tuesday, March 24, 2009 be adopted. THE MOTION PREVAILED.

Representative Rosenthal moved that H.F. 1750 (Abeler), Human services licensing provisions modified, and data practices, disqualifications, and background study requirements modified, as amended, be recommended to pass and be placed on the General Register.

Representative Slawik moved the H1750A8 amendment (attached). THE AMENDMENT WAS ADOPTED.

Testifying in favor of H.F. 1750, as amended:

Laura Zrust, Manager, Licensing Division, Minnesota Department of Human Services

Jerry Kerber, Director, Licensing Division, Minnesota Department of Human Services

Mr. Kerber was asked to explain the reasons for raising the child age to five.

Representative Ward moved the H1750A5 amendment (attached). THE AMENDMENT WAS ADOPTED.

Representative Ward moved the H1750A7 amendment (attached). THE AMENDMENT WAS ADOPTED.

Mr. Kerber was asked to explain if the bill works with the movement to license ECFE providers.

Representative Rosenthal renewed the motion that H.F. 1750, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 5:29 pm.
