MINUTES


Representative Pat Garofalo called the meeting to order at 2:45PM on March 5, 2009, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

HF116 (Ward) A bill for an act relating to pupil transportation; modifying qualifications for type III school bus drivers.

A quorum was present at 2:50pm.

Representative Newton moved the minutes of March 4, 2009 be adopted.
THE MOTION PREVAILED.

Representative Ward moved HF116 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Ward, Allison Porter, student, Minneapolis, Kirk Schneidawind, Associate Director of Governmental Relations, Minnesota School Board Association, and Jan Alswager, Lobbyist, Education Minnesota, testified.

Public testimony on HF116 was provided by the following individuals:
Marti Porter, parent, Minneapolis

Representative Ward renewed his motion that HF116 be recommended to be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF314 (Mariani) A bill for an act relating to education; increasing the compulsory attendance age.

Representative Mariani moved HF314 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Mariani, Michelle Walker, Chief Accountability Officer, St. Paul Public Schools, and Robert McColly, Interim Principal, Patrick Henry High School, testified.

Representative Mariani renewed his motion that HF314 be recommended to be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF439 (Norton) A bill for an act relating to education; requiring statewide academic standards for physical education.

Representative Dettmer moved HF439 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Norton, Representative Dettmer, Jack Olwell, PE teacher, North Trail Elementary School, Dr. Steven Geis, principal, North Trail Elementary School, Dr. Marc Manley, Vice President and Medical Director of Population Health, Blue Cross Blue Shield of MN, testified.

Public testimony on HF439 was provided by the following individuals:
Kirk Schneidawind, Associate Director of Governmental Relations, Minnesota School Boards Association

Representative Dettmer renewed his motion that HF439 be recommended to be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.
