MINUTES


Representative John Ward, Vice-Chair of the Committee, called the meeting to order at 2:45PM on March 17, 2009, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Buesgens moved the minutes of March 12, 2009 be adopted.
THE MOTION PREVAILED.


Tim Strom, House Research, provided an overview of school district accounting and the procedures that govern fund transfers in Minnesota.

HF55 (Falk) A bill for an act relating to education finance; authorizing a fund transfer for Independent School District No. 2853, Lac qui Parle Valley.

Representative Ward moved that HF55 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Falk offered the following oral amendment to HF55:
Page 1, Line 8, strike "$200,000" and insert "$220,000"
THE ORAL AMENDMENT WAS ADOPTED.

Representative Falk and Brad Madsen, Superintendent, Lac qui Parle Valley, testified.

Representative Ward renewed his motion that HF55, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF1117 (Falk) A bill for an act relating to education finance; authorizing a fund transfer for Independent School District No. 62, Ortonville.

Representative Ward moved that H1117 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Falk offered the following oral amendment to HF1117:
Page 1, line 8, insert "operating" after "for"
Page 1, line 9, strike "in the general fund"
THE ORAL AMENDMENT WAS INCORPORATED.

Representative Falk and Jeff Taylor, Superintendent, Ortonville Schools, testified.

Representative Ward renewed his motion that HF1117, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF795 (Brynaert) A bill for an act relating to education finance; authorizing a fund transfer for Independent School District No. 77, Mankato.

Representative Ward moved that HF795 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Brynaert and Ed Waltman, Superintendent, ISD 77, testified.

Representative Ward renewed his motion that HF795 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF719 (Laine) A bill for an act relating to education finance; authorizing a fund transfer for Independent School District No. 282, St. Anthony-New Brighton.

Representative Ward moved that HF795 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Laine, Rod Thompson, Superintendent, St. Anthony-New Brighton School District, and Kristen Hoheiser, testified.

Representative Ward renewed his motion that HF795be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF322 (Nornes) A bill for an act relating to education finance; increasing the number of signatures necessary to require an election to revoke an operating referendum.

Representative Garofalo moved that HF322 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Nornes and Deron Stender, Superintendent, Frazee-Vergas School District, testified.

Representative Garofalo renewed his motion that HF322 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

The meeting was adjourned at 3:50PM.
