MINUTES


Representative John Ward, Vice-Chair of the Committee, called the meeting to order at 2:45PM on March 17, 2010, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Garofalo moved the minutes of March 16, 2010 be adopted.

HF3308 (Newton) A bill for an act relating to education finance; simplifying the capital expenditure health and safety revenue program.

Representative Newton moved HF3308 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Newton and Dean Olsen, Health and Safety Coordinator, Osseo Area Schools, testified.

Representative Newton renewed his motion that HF3308 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF3532 (Peterson) A bill for an act relating to education finance; clarifying that a school district is not required to provide educational services to students without disabilities from other states.

Representative Ward moved HF3532 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Peterson, Daryl Miller, Academic Support Program Director, Robbinsdale Schools, and Mary Gilbert, Lobbyist, St. Paul Public Schools, testified.

Representative Ward renewed his motion that HF3532 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF3120 (Bly) A bill for an act relating to education; creating efficiency plus access task forces.

Representative Marquart moved HF3120 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Marquart offered A10-2307 as an amendment to HF3120.
THE AMENDMENT WAS ADOPTED.

Representative Bly, Bob Wedl, Partner, Education Evolving, Barb Schmitt, Board Chair, Staples School Board, Jerry Nesland, Superintendent, Menahga Public Schools, Mark Schmitz, Superintendent, Staples Public Schools, Ric Dressen, Superintendent, Edina Public Schools, testified.

Representative Ward renewed his motion that HF3120, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF2962(Fritz) A bill for an act relating to education; providing for a trial placement at the Minnesota Academy for the Deaf and the Minnesota Academy for the Blind.

Representative Ward moved HF2962 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Morgan offered the following oral amendment to HF2962:
Page 2, line 17, following "." insert "If agreement is reached to continue the placement beyond the trail period, transportation and due process responsibilities remain as in the trail period outlined above."
THE ORAL AMENDMENT WAS ADOPTED.

Representative Fritz, Linda Mitchell, Superintendent, Minnesota State Academies, and Billie Ward, Special Education Director, testified.

Representative Ward renewed his motion that HF2962, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF3115 (Norton) A bill for an act relating to education; requiring statewide physical education standards.

Representative Dettmer moved HF3115 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Davnie moved H3115A3 as an amendment to HF3115.
THE AMENDMENT WAS ADOPTED.

Representative Norton, Representative Dettmer, Steven Geis, Ph.D, Principal, North Trail Elementary School, and Jack Olwell, Physical Education Teacher, North Trail Elementary School, testified.

Representative Dettmer renewed his motion that HF3532, as amended, be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.


HF3478 (Benson) A bill for an act relating to education finance; reducing school district mandates; allowing addition flexibility.

Representative Benson moved HF3478 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Benson offered H3478A10 as an amendment to HF3378.
THE AMENDMENT WAS ADOPTED.

Representative Benson offered the following oral amendment to HF3378, as amended:
Page 10, line 23, after "2010" insert "and 2011"
Page 10, line 23, strike "through 2014"
THE ORAL AMENDMENT WAS ADOPTED.

HF3123 (Morgan) A bill for an act relating to education finance; making the K-12 special education third-party billing process more cost effective.

Representative Morgan moved HF3123 be recommended to pass and be returned to the Finance Committee with a re-referral to the Health and Human Services Finance Division.

Representative Morgan offered H3123DE3 as an amendment to HF3123.
THE AMENDMENT WAS ADOPTED.

Representative Morgan and Mary Gilbert, Lobbyist, St. Paul School District, testified.

Public testimony on HF3123, as amended, was provided by the following individuals:

Representative Morgan renewed his motion that HF3123, as amended, be recommended to pass and be returned to the Finance Committee with a re-referral to the Health and Human Services Finance Division.
