Representative Tom Rukavina, Chair of the Higher Education and Workforce Development Finance and Policy Division, called the meeting to order at 10:35 A.M. on Thursday, March 25, 2010, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Anderson moved to amend the delete everything amendment H2781DE1 as amended with the amendment H2781A7, attached.

Anita Neumann, House Research, provided clarification on the amendment language as follows, and Representative Mahoney amended the amendment H2781A11 by adding the following, to be incorporated as a friendly amendment:

Page 1, line 8, delete everything after "institutions"

Page 1, line 9, delete "subdivision 7,"

Page 1, after line 12, insert "For purposes of this section, "community financial

institution" means a federally insured bank or credit union, chartered as a bank or credit union by

the state of Minnesota or the United States that is headquartered in Minnesota and that has no

more than $2,500,000,000 in assets."

Representative Eastlund renewed his motion to amend the delete everything amendment H3495DE3 as amended with the amendment H3495A5. The vote was not clear. Chair Rukavina requested a division. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Chair Rukavina invited Kathyrn Martin, Chancellor, University of Minnesota Duluth, to come forward to begin her presentation.

Kathryn Martin, Chancellor, University of Minnesota Duluth (UMD), introduced herself and discussed the University of Minnesota Duluth, the budget impact on their campus, and the challenges UMD faces in the future.

Representative Mahoney moved that the minutes of March 23 and March 24, 2010 be adopted. THE MOTION PREVAILED.
