Chair Thomas Huntley began the seventh meeting of the Health Care and Human Services Finance Division at 12:32 p.m. on Thursday, February 5, 2009, in Room 200 of the State Office Building. A quorum was not present.

Brian Osberg, Assistant Commissioner, Health Care, Department of Human Services, explained change pages in the Governor’s budget recommendations, and responded to questions of members.

The change pages discussed were relating but not limited to:

Federal compliance: PARIS Implementation
Federal compliance: Medicare Changes
Federal compliance: Reasonable Limits
IEP (individualized education program) funding cap
Align medical assistance asset limits
Align Medicare savings program asset limits
Homestead/Estate recovery
Modify MA asset reduction policy
Regulation of some trusts and transfers
Non-Emergency medical transportation
Adjust special transportation rates
Align managed care withhold
Alter 2011 inpatient hospital rebasing
HC provider payment delay
Inpatient June payment delay
Eliminate critical access dental
Federal compliance: limit MERC (medical education research costs)
Reduce pharmacy reimbursements
Rural hospital inpatient DRG (diagnostic-related groups) payments
Eliminate inpatient quarterly payments
Eliminate outreach incentive program
Health care grants: Basic care rateable reduction
Eliminate chiropractic service coverage
Eliminate dental coverage for adults
Eliminate podiatry service coverage
Eliminate rehabilitative service coverage
Eliminate patient incentive grants
Benefit and eligibility changes
