Chair Thomas Huntley called the joint meeting to order at 1:06 p.m. on Wednesday, February 18, 2009, in Room 200 of the State Office Building. A quorum was present. The clerk noted the roll:

House Research Analysts Pat Dalton, Lynn Aves and Danyell LeMire gave an overview of maintenance of effort (MOE) relating but not limited to background and matching requirements as follows: county maintenance of effort and matches for selected programs; libraries; child care assistance; intermediate care facilities; child welfare targeted case management; mental health, including detail of mental health program spending; chemical dependency fund; nursing facilities for those under 65; group residential housing; and vulnerable adult and developmentally disabled case management.

They summarized: the two largest county MOEs on a per capita basis are mental health and libraries; both have significant variation in required spending levels between local governments; the tax burden from these programs is highest in Mahnomen County at 17% of ANTC; and even in other counties, the MOE/matching fund requirements are not a trivial portion of the county’s total own source revenues.

John Zakelj, Budget & Legislative Manager, Chemical and Mental Health Services, MN Department of Human Services, spoke on mental health maintenance of effort.

Jeffrey Hunsberger, State Planner Principal, DHS Alcohol and Drug Abuse Division, spoke on chemical dependency maintenance of effort.

Also speaking to the issue of maintenance of effort were:

Testifiers responded to questions of members and discussion occurred throughout the meeting.
